Since 1988, the Discovery Channel has attempted to strike its own kind of briny balance, baiting shark-hungry audiences with an annual block of programming aimed at goosing the fear factor while feeding them a good chunk of education as well. And so it is that we find ourselves smack in the middle of another promotion, continuing tonight at 9 with an effort to unlock creature secrets with an idea that could have been lifted from Spielberg himself.

is a 6-foot-long mechanical creation similar to the virtual villain in It looks like a shark and swims like one too, but this radio-controlled model comes camera-equipped, enabling it to infiltrate packs of sharks while filming away. At least that was the plan. As it works out, more foot- age watching Robo film his finny friends than of what actually shooting, mainly because camerawork has a murky, fisheye quality that stand up to that of the two-legged pros. Fortunately, just enough of the latter to make this aworthwhile if occasionally somewhat gruesome hour. The crunching sounds accompanying scenes of tiger sharks biting off mouthfuls of big green turtles, for example, may stay with you a while.

The other sharks never really warm up to Robo tonight in a program geared to illustrate the intelligence of the various species. In fact, some seem to treat him more like a green turtle than afellow shark, and that bode well for poor old Robo. The running man: Bodybuilder, action- film star and now gubernatorial candidate Arnold Schwarzenegger is profiled on (8 p.m. Power tale: Aless-than-flattering portrait of President Kennedy is presented on a new installment of (8 and 11 p.m. Discovery). Easy listening: Laid-back rocker Jack Johnson and pop-folkie Jewel are featured on the music series (9 p.m. WB).

Drown your troubles: (9 p.m. probes a real-life Mississippi River murder mystery. Going ballistic: From the musket ball to the armor-piercing round, (10 p.m. History) looks at the evolution of the bullet. MOVIES Resistance fighter: Cate Blanchett is (8:45 a.m.

HBO) in this 2001 WWII adventure tale. The gangly American: Jeff Goldblum is Tall (5 p.m. Bravo) in this offbeat 1989 British import; Rowan Atkinson and Emma Thompson also star. Man of the people: Gary Cooper and Barbara Stanwyck star in Frank classic 1941 fable John (7:15 p.m. TCM).
