In its recommendation, arrived at after a two-hour dis-cussion, the planning commission stipulated that build-ing permits would not be issued until "a detailed quality assurance plan for the towers was submitted to and ap-proved by the village engineer. Issuance of the permits for the towers which would be about 50 feet on either side of the base of the tower that collapsed, would also be contingent on Federal Communications Commission approval. Haeg, president of WCCO and Telefarm, said he would like to have the two towers in operation "by October or November." WTCN ChaWi and one FM radio station would be on one. The other would be used by WCCO Channel 4 and KSTP Channel 5 through a device which allows adjacent signals to be broadcast from the same antenna, Haeg said. WCCO-FM and KSTP-FM would also be on the second antenna. He said Telcfarm had decided on "conventional antenna construction" rather than another candelabra tower similar to the one that fell as it neared completion. The candelabra tower was to have supported a triangular platform, 100 feet on each side, with one antenna at each corner.

No report has been released on why the collapse occurred. Of several nearby property owners at the.hearing, Mel Cardinal, 789 W. Gramsie was the only one with a definite Objection. He said he owns three lots between Crystal AV. and Gramsie Rd.

The planning commission recommendation calls for a 30-foot setback of any guy wires or anchor points from roadways or rights of way, although it was not clear whether the recommendation applied to air space. The twin towers would be about a half-mile west of a tower now serving KMSP Channel 9, KTCA Channel 2, and KTCI Channel 17. The neighboring tower sites are near N. Victoria St.

Who says television isn't educational? I SOMETIMES WONDER whether CBS regrets having allowed ABC to lure Harry Reasoner into its fold. Since Reasoner joined ABC a couple of years ago, the network's early-evening newscast has scored dramatic gains in ratings. More important, in my opinion, Reasoner is now being given air time to do a number of delightful specials in conjunction with writer-producer Andrew A. Rooney. The team is hard to beat.
