College football The American Football Coaches Association said Tuesday it would recommend further liberalization of the blocking rules to permit offensive players to extend their arms fully while in contact with an opponent Blockers currently are not allowed to extend their arms "more than one-half of a full extension." Vanderbilt University players have engaged in the illegal use of steroids and their weight coach, E.J. Former Illinois football recruiter Gary Horton says he did break some NCAA rules, but suggested it often was out of compassion toward athletes.
