OF LIQUOR ON SUNDAYS The sale of liquor by the drink on Sunday was approved in St. Paul Park' but oteis Tuesday rejected a change to the council-manager form of government. The Sunday liquor vote was 1,045 to 683. Establishments eligible for Sunday liquor licenses are Bill's Liquors, Parkway Bar, Park Grove Lanes and Pete's Wines Liquors. By a 235-vote margin a change to the council-manager form of government was defeated.

The final vote was 975 to 740. The plan would require the hiring of a village manager and abolish the current post of clerk. The clerk's position would change to that of a full-time council member. The village now has a "weak-mayor" council which provides for an elected clerk and no manager. There was no contest for village offices as incumbent councilman Marlin DeForth and Clerk LeRoy Hed-quist were running unopposed.

DeForth, seeking his seventh two-year term, had 1,521 votes and Hedquist, 1,478. Hedquist was appointed a year ago to fill an unexpired term and was seeking his first elected term. Suburb Approves Civic Center Apple Valley is Minnesota's newest village. Voters in Lebanon Township Tuesday voted 1,785 to 361 in favor of incorporation and favored the name Apple Valley over Lebanon Valley by 1,376 to 757. The form of government in which the mayor and four councilmen appoint the clerk or clerk-treasurer was preferred by voters 1,598 to 491.

The Minnesota Municipal Commission, which governs incorporation proceedings, cleared the way for the incorporation vote last August.
