Marion Uldrick, 708 Butler Springs Road. E. V. Blackwell ANDERSON Ernest Vandiver Blackwell, 46, of 1410 Nardin died at his home Tuesday morning. He was a native of Hart County, but lived most of his life in the Anderson area and was a member of Martha Drive Baptist Church and a veteran of World War II.

His parents were the late John Thomas and Janie Sanders Blackwell. Surviving are a brother, George Blackwell of Anderson; and four sisters, Mrs. Rosalee Cobb, Mrs. Nell Allen and Mrs. Inez Smith of Anderson and Mrs.

Leila Waters of Travelers Rest. Funeral services will be conducted Wednesday at 3 p.m. at Flat Shoals Baptist Church in Hart County by Rev. Floyd J. Craft, Rev.

Smith. The body is at McDougald Funeral Home. Leroy Wilson ABBEVILLE Leroy Wilson, 62, of 300 Maple died Tuesday afternoon at his home after a long illness. He was a native of Anderson County, son of the late Jesse L. and Lila Finley Wilson.

He was a member of Abbeville Pentecostal Holiness Church. Suvriving are three brothers, Curtis S. Wilson of Pendleton, Howard (Buck) and Ralph H. Wilson of Abbeville; three sisters, Miss Lavonia Wilson, Mrs. Jessie Mae Stevenson and Mrs.

Charles Wilson of Abbeville a stepdaughter, Mrs. Frances Abbeville; and two stepsons, Ray Monroe of Calhoun Falls and James McNair of Abbeville. Funeral services will be conducted Thursday at 3 p.m. at Abbeville Pentecostal Holiness Church by Rev. David Reese, Rev.

Dewey Murphy and Rev. J. L. Wiggins. Burial will be in Melrose Cemetery.

H. Hudson Mrs. Ethel Souther Hudson, 78, of 1403 E. Washington St. died yesterday at 11:30 a.m.

after two weeks of illness. She was a daughter of the late John Ervin and Laura Kimbrell Souther, born in Fletcher, N. C. Most of her life was lived in Greenville and on W. Washington Street for 30 years.

She was married three times. Her first husband was the late Manson J. Duckett, her second husband, Lewis O. Golightly, her third husband, the late L. Hugh Hudson.

Surviving are two daughters, Mrs. Harold (Ruth) Spearman of Greenville and Mrs. Everett (Eunice) Craun of W. Palm Beach, a son, Ralph T. Duckett of Avondale, a sister, Mrs.

B. T. (Rosell) Witcher of Greer; a brother, Carl A. Souther of Silver Spring, seven grandchildren; and eight great-grandchildren. Funeral services will be con- Club Guest Robert M.

E. Cheatham Is Dead At 74 Charles Eugene Cheatham, 74, of 202 Lavina died yesterday at 2:30 a.m. at a local hosital after a day's illness. He was a son of the late Charles and Louise Ouzts Cheatham, born in Edgefield. He lived in Greenwood before moving to Greenville over 50 years ago.

Before his retirement in 1963, he owned and operated Cheatham-Greenville Hardware Co. He was a Navy veteran of World War I. He held a 25 year membership in Kiwanis Club, was a director of First Federal Savings Loan Association. St. He was a charter member of Matthew Methodist Church and a lifetime honorary member of the Board.

Surviving are his wife, Mrs. Cleone Hayes Cheatham; a daughter, Mrs. John (Theresa) Kelly of Greenville; two sons, Charles E. Cheatham Jr. of Charleston and Edward L.

Cheatham of Greenville; three sisters, Mrs. P. E. Turner of Greenville, Mrs. 0.

S. Mesch of Boca Raton, and Mrs. D. L. Hall of Santa Ana, a brother, William Y.

Cheatham of Greenwood; and 11 grandchildren. Funeral services will be conducted today, at 2 p.m. at Thomas McAfee Funeral Home by Rev. William W. McNeil.

Pistol Wound Is Fatal Here A 58-year-old man was found in his yard about noon yesterday fatally wounded by a .38 caliber revolver. Deputy Coroner Mercer Brissey a identified the victim as Clyde LaCount, 58, of 503 Watkins Road. Mr. LaCount was shot through his mouth. Coroner George W.

McCoy said Mr. LaCount had been in declining health for several years. The pistol was found near the body. No inquest is planned. A son of the late Virgil Marone and Cora Lee Ashe LaCount, he was born in Hart County, Ga.

He lived here most of his life. He was a retired Southern Weaving Company employe and a member of City View Baptist Church. Surviving are his wife, Mrs. Thelma Rollins LaCount; a daughter, Miss Beverly LaCount of Greenville; two sons, C. Lewis and Jerry P.

LaCount of Greenville; and five sisters, Mrs. Drucie L. Jefferson, Mrs. Nora Lee Swindle, Mrs. Margaret L.

Palmer, Mrs. Myrtice L. Waddell and Mrs. Mary L. McDaniel of Greenville.

Highway Hearing Reset At Pickens PICKENS A public hearing on alterations to state highways in Pickens County due to construction of Duke Power Company's Keowee-Toxaway Project has been rescheduled for 11 a.m. Tuesday at the Pickens County Courthouse.

For Subversives Court Rips Holes In Screening Plan By BARRY SCHWEID Associated Press WASHINGTON pyriter, The Court punched gaping Supreme, Tuesday in the government's method of screening for subversives in the maritime industry.

The law, Douglas said, "speaks only in terms of actions, not ideas or beliefs of reading habits or social, educational, or political He added: "We hesitate to conclude that Congress told the Executive to ferret out the ideological strays in the maritime The court acted on an appeal brought by a Seattle marine engineer, Herber Schneider, who became entangled in the screening machinery when he tried to go back to sea in 1964 after a 15-year absence. He admitted having been a member of the Communist Party but refused to tell the Coast Guard, which administers the program, much beyond that, including whether he had been a subscriber to the "People's World" and his "attitude toward the form of government of the United States." Duglas said: "We are loathe to conclude that Congress, in its grant of authority to the President to safeguard vessels and waterfront facilities from sabotage and other subversive acts, undertook to reach into the First Amendment area." In a separate pinion Justice Abe Fortas said the questions Schneider refused to answer "pass the outermost bounds of reason." Except for Justice Thurgood Marshall, who stayed out of the case presumably because he was in the Justice Department when the appeal reached the court, all the justices ruled in Schneider's favor.

Two of them, Byron T. White and John M. Harlan, stood apart, however, from judging the scope of inquiry Congress could constitutionally provide for prospective merchant seamen. On the other hand, three Fortas, Hugo L. Black and Potter Stewart -said Congress did not give the executive branch authority to "impose procedures of the comprehensive type here involved" and added that they are offensive to First Amendment freedoms.

The court's giarrow reading of the 1950 1 Magnuson Act extends a series of decisions in which the justices have cut down broad government inquiries into citizens' ideas, and associations. The Magnuson act, passed during the Communist activities of Sen. Joseph R. McCarthy, was known as the "Trojan Horse" bill. It gave the Coast Guard broad powers to search foreign ships and control their activities in U.S.

ports. It was designed to keep ships from sneaking atomic bombs or germ weapons into American ports. In another ruling, the Tennesse Valley Authority won a major victory over a private power supplier in a fight over limitations set by Congress in 1959 on extension of TVA services. Speaking for a 6-1 court, Justice Black said the TVA board has the authority to determine the area left to it by Congress and that courts may upset such judgments only when they are without "reasonable support." The immediate effect is to authorize distribution of TVA power to Tazewell and New Tazewell, two small towns in Claiborne County, which had been supplied largely by the private company, Kentucky Utilities. Additionally, the decision undoubtedly establishes a pattern for other cases that deal also with extension of TVA power along the Authority's primary service area.

Justice Harlan dissented and Justice Duglas and Black did not vote. Senator Plans To Ban LSD COLUMBIA (UPI) State Sen. Eugene Griffith, R-Newberry, said Tuesday he hopes to have a bill ready by the end of the week to outlaw sale, possession or use of the halucinogenic drug LSD. Griffith said he expects little J. W.

Waring Funeral Held At Charleston CHARLESTON (AP) J. Waties Waring was buried here Tuesday afternoon in Magnolia Cemetery. Graveside services for the retired U.S. District Judge were officiated by the Rev. Edwin C.

Coleman, rector of St. Michael's Protestant Episcopal Church, and the Rev. Everett F. Overman assistant rector at St. Michael's.

Judge Waring's daughter, Mrs. Anne W. Warren of New York City, attended the burial service. His widow, Mrs. Elizabeth Avery Hoffman Waring, also of New York City, was not able to travel here for reasons of health.

Approximately 200 Negroes attended the burial at Magnolia Cemetery. A memorial service, conducted by the Charleston Branch of the NAACP, was held at St. Matthew's Baptist Church. A long motorcade of cars proceeded from St. Matthew's to the cemetery.

Less than a dozen White persons attended the graveside service. Judge Waring died Thursday in New York where he had lived since retiring as federal judge for South. Carolina's eastern district. was 87. Judge Waring was appointed to the bench in 1942.

He retired in 1952. His 1947 order opening S. C. Democratic primaries to Negroes rocked the state. Four years later he dissented as a member of a three-judge panel that decared "separate but equal" school facilities legal.

No Election Two Qualify At Ninety Six Greenwood Bureau GREENWOOD Two incumbent members of the Ninety Six School District 52 Board of Trustees were the only candidates to qualify for re election before the dealine Tuesday and no election will be conducted. W. R. Dunn, executive secretary of the County Board of Education, said the lack of oposition for elections will not require the originally scheduled for Feb. 23.

Board members Mrs. L. Schneider and J. R. Wood will begin serving new three-year terms when their present terms expire March 31, Dunn said.

Clark, 85, of Hickory, N. C. died yesterday at 2 p.m. at a Hickory hospital after two years of declining health. He was born in Greenville County, a former resident of Danville, Va.

but lived in Hickory for the past 25 years. He was a textile executive in Hickory before his retirement was formerly with Dan River Mills Danville. a Surviving are two daughters, Mrs. Emily C. Ogburn of Hickory and Mrs.

Stuart Penn of Morganton, N. a son, A. E. Clark of Marietta, and three sisters, Mrs. C.

Mrs. J. H. Phillips Mrs. Mary Inez Stewart Phillips, 57, of 16-1st Woodside, widow of Joel Homer Phillips, 'died yesterday at 4 a.m.

William H. Gravely PICKENS-William Homer Gravely, 77, of Holly Springs community, died at the home of a brother, Charles H. Gravely, Holly Springs community, Tuesday at 3:30 a.m, after a long illness. He was a lifelong resident of Pickens County, a son of the late J. C.

and Melinda Stewart Gravely, and was a retired sawmill worker. He was a veteran of World War I and a member of Holly Springs Baptist Church. Surviving also are another brother, J. R. Gravely of Dillon, and a sister, Mrs.

PETERSBURG, Fla. Walter G. Ramseur, 74, of 445. 19th NE, a prominent attorney here and one -time secretary to U. S.

Rep. Fred Dominick died sudenly at his home here early Tuesday. He was born at Central, the son of Arthur and Anna Elizabeth Gassaway Ramseur, and was graduated from Wofford College, Spartanburg, and from Georgetown University law school, Washington, D. during the time he was serving as Dominick's secretary in the early 1920s. He went to St.

Petersburg in 1924 to start his law practice; he was senior partner in the firm of Bradham, Lyle and Skinner. Active in civic affairs, he was a past president of the St. Petersburg Chamber of Commerce. Surviving are his wife, Mrs. Zada Ramseur; a daughter, Miss Nancy Ramseur of Newport News, and a brother, V.

D. Ramseur of Greenville. Funeral services will be conducted Thursday at 3:30 p.m. at John Rhodes Funeral Home here. Burial will be here.

Ware Shoals, died Tuesday at' a Greenwood Hospital after a long illness. She was a lifeong resident of Laurens County, daughter of the late Joseph Eugene and Olive Wood Davis, and was a retired employe of Whitten Village. She was a member of Harmony Methodist Church. Her first husband was the late R. G.

(Jack) Armstrong. Surviving are her husband, Arvin L. Smith; three daughters, Mrs. Joe (Kathleen) Wood and Mrs. Ernest (Doris) Hall of Ware Shoals and Mrs.
