Top Teen-Age Driver Advocates Driver's Licenses For 14-Year-Olds By DOUGLAS MAULDIN News Staff Writer WALHALLA The newlycrowned top teen-age driver of South Carolina said Saturday that 14-year-olds should be permitted to have driver's licenses. But Grady Cash 17, of near Gaffney, said it should be left up to parents to determine if their 14-year-old is mature enough and skilled enough to drive. Cash, who has been driving three and a half years, outdistanced 20 other teen-age drivers, including one girl, from all over the state Saturday to cop the title. David Counts, 16, of Wade Hampton-Taylors, came in second.

Johnny Purser, 18, of Clemson, placed third. Only a margin of 10 separated the top three drivers in the annual competition. RACKED UP 441 Cash compiled a total of 451 points of a possible 550 in the written and driving examinations. Counts had 449 while Purser racked up 441. Cash said the road check with a state highway patrolman riding at his side proved to be the toughest part of the two days of testing driving skills and knowledge.

The winner tools his own 1956 sports car around the rural Cherokee County countryside where he lives. He feels that a person living in the country "almost has to have a car to get around." Iva Water Line Bill Expected To Do Some Hurried Traveling By NEWS STAFF WRITER ANDERSON A bill to permit struct the Town of Iva to a water line from Fiberglas plant south of Anderson to Iva apparently will do some hurried traveling in the General Assembly next week.

As now stand, the bill wimatters the House, which will not concur in the amendment, according to Rep. McDonald, and it will then be sent to the Senate, where Sen.

Lawson, according to his statement, will withdraw the amendment. Rep. McDonald said he was not sure the bill would then have to be returned to the House, since the House ready passed the bill without the amendment. Time is an important element since the General a Assembly is scheduled to finish work next week. The disputed amendment was regarded by Iva officials as an attempt to make the town pay a debt incurred by a county agency, the Anderson County Water Authority.

Sen. Lawson said he felt that his amendment would allow the Town to obtain an engineering survey at half-price, since Anderson County already has paid $17,500 to the engineering firm for studies of a previously proposed line ruled out by the State Supreme Court. Lawson desire to be an "obstructionist" and would withdraw the amendment, with Anderson County paying the remainder of the engineering costs.
