He told newsmen later that, barring totally unexpected circumstances, he will vote for Carter on the first ballot but that he has not made any official commitments to anyone and still likes to think of himself as uncommitted. The other seven Wallace delegates elected in the party's state convention have switched to Carter at the request of Wallace, who pulled out of the race Wednesday. The lone Church delegate is James Clyburn of Columbia. Sen. Richard W. Congressman Mann said he considers it desirable to withhold presidential endorsements in order to preserve the independence of Congress, and his own, from encumbering alliances with the executive branch. Nonetheless, Mann is pleased that former Georgia Gov. Jimmy Carter has apparently captured the Democratic presidential nomination. "At the moment, I think he (Carter) has the attributes to become a great president," Mann said. He added that Carter's broad-based support is indicative that "regional differences in this country are eroding-and thats great." "I think it ought to be a great education for the North," Mann observed, "as to how objective, fair and unbiased a southern person can be."
