K-v'Hy I NT Carolina Pipeline Rate hike request withdrawn Towers may get HUD help A proposal lo renovate the downtown Calhoun Towers apartment building and convert it to rent-subsidized housing for the elderly has received preliminary approval from the Department of Housing and Urban Development. The department has issued a feasibility letter stating the proposal is financially sound. The applicant, Housing Projects Inc. of Thomas-ville, N.C., must submit additional plans and updated financial information before HUD can agree to insure and fund the project.

The proposal calls for $5 million in renovations to the North Main Street building, to be privately financed but insured by HUD. The number of apartments would be increased from 260 to 271. X''vi lima ah Itiiatl 1'iess Imeriiaiuiirii Different grades of tobacco COLUMBIA (AP) In an unusual move Thursday, Carolina Pipeline which provides natural gas to much of the Upstate, withdrew its request for a rate increase for its wholesale and retail customers.

Carolina Pipeline, which both sells natural gas to nine other gas companies or authorities and serves about 12,500 residential customers directly, had sought an average 14 per cent increase in its rates. However, after nearly two weeks of hearings before the state Public Service Commission, the firm issued a motion to amend the request, which in effect amounts to a withdrawal of the original proposal. The proposed rates have been in effect under bond since April 1. If the PSC decides to accept the motion, the amount collected by the company since April 1 would have to be refunded at 9 per cent interest. 'This is unusual' "This is unusual to say the least," said PSC general counsel Nathan Kaminski Jr.

He said such a move is not so unusual before hearings have begun but that he knows of no case that has proceeded through the hearings and then ended with a proposal to withdraw. The hearings began May 2 and nearly all of the witnesses had testified when Carolina Pipleline offered its motion. Under the amended request, Carolina Pipeline would be allowed to modify its summer rate schedule for its distributor customers. The modification would not be an increase but would take into account the year-round curtailment plan put into effect this year, Kaminski said. The curtailment plan, which in the past was used only in the winter, sets priorities for users when natural gas supplies are cut.

Kaminksi said the modification will allow Carolina Pipeline to receive the same rate profit margin it received last year, without actually increasing the rates. The settlement was worked out by Carolina Pipeline, members of the PSC staff and the distributors that buy from Carolina Pipeline. These include Piedmont Natural Gas Co. and Peoples Natural Gas Co. Through its sales to distributors and direct sales to residential customers, Carolina Pipeline serves the area from Columbia to Rock Hill, eastward to Abbeville County.

During the hearings, Carolina Pipeline had argued that a rate increase would be necessary because of a projected decrease in supplies available to it from Southern Natural Gas Co. and Transcontintal Pipeline. With the reduced supplies, its sales volume would be lower and would result in a lower rate of return, the company said.
