DETTMAN They have no medical insurance MEDICARE: Will It Help You? Veteran, 70, to Sign for Doctor Care EDITOR'S NOTE: This is the third in al series of articles about Medicare, the hospital and medical insurance grogram for elderly citizens. By MAURICE HOBBS Minneapolis Star Staff Writer Theodore W. Dettman, 70, is a sturdy-looking, almost stocky man with a gray mustache and thick gray hair. But he admits to being softer than he looks. "It's the inactivity," he said.

He confessed that even moving the garden hose from one spot to another on his neat, carefully-tended lawn is enough exertion to start him puffing. It wasn't always that way. Dettman served in World War I and later was a musician in silent movie theaters in Minneapolis. Came the depression and sound in the movies and the business slacked off. Dettman began hanging around a sign shop owned by a friend and soon began trying his hand at the trade.

An order came in for a large number of signs for a chain of grocery stores in the city and Dettman did the work. The need was for speed and that he had. "I wasn't too neat," said Dettman, "but I was fast." Dettman was soon running his own sign shop and, he said, earned a reputation as one of the fastest sign painters in the business. It was twelve years ago that he developed a gallstone and had to spend five months in the Veterans Administration hospital. That slowed him down.

He sold his own shop and worked for others, earning enough coverage so that he draws $119 each month in Social Security benefits. He adds to that a monthly $80 veteran's pension check and his wife, Clarice, 62, draws a $45 Social Security check each month. The Dettmans live in the neat, comfortable home at 4000 46th Av. S. where they have lived since 1936.

It is a quiet, fairly modern neighborhood, not far from the Mississippi River. Until some of the more recent homes were built, said Dettman, they sometimes got a cool breeze up from the river. Most of his time is spent on the lawn and the flowers. He doesn't paint as often as he did. His hands are not as steady as they once were.

One of his remaining pleasures is playing the sousaphone in the Minneapolis Shrine circus band. But the new Social Security benefits, up 7 per cent from the present rates, may end that. The increase may put his total income over the $2,000 outside income allowed by the veteran's pension if he counts the pay he receives for playing in the band. Dettman said he doesn't expect to use Medicare's hospital plan. The Dettmans have no hospital or medical insurance, but he can go to the Veterans Adminisrtation hospital for serious illness.

"It might be all right for my wife if she ever needs it," he said. He expects to sign up for the voluntary doctor bill portion of Medicare. The new benefits, however, won't mean any lush living for the Dettmans. Taxes on the house continue to go up, even though it is paid for. And other expenses continue to increase, as they do for everyone else.

The new benefits will make life a little more comfortable and Medicare will make it a little more secure. THURSDAY: How (l large hospital bill hits a social security beneficiary. They said there were several people nearby. No one actually saw her set herself on fire, police said, but several persons saw her in flames almost immediately. David E.

McKenty, an assistant professor of English, ran over to the spot. "I was sitting in a car nearby with a friend when I heard two girls yell out," McKenty said. "At first I thought it was rubbish burning. Then I saw some feet sticking out and thought it might be a person. As I got closer I saw it was a girl and threw my coat on He was quickly assisted by a student, Dennis Coll Landsdowne, and the Rev.

Warren Loesch, Harrisburg, who also tried to smother the flames with their coats. Coll. told police Miss Conway spoke to him as he bent over her after the incident. "I'm a Catholic." she said told him. "Get me a priest." Son: I Shot Parents, Set Home Afire SUNBURY, -A 17- year-old boy says he shot his parents, then set a house fire that killed seven younger brothers and sisters because he wanted to collect insurance to pay off debts, police report.

State Police Capt. John C. Grey said the youth, Harold Bordner, made the oral statement Tuesday from his hospital bed. Earlier in the day the griefstricken father, Paul, 38, attended graveside services for his seven children-Cindy, Jerry, Stephen, Roger, 5: John, Ruby, 3, and Dennis, 1. The father received minor wounds from shotgun pellets.

All were buried in a single grave at Northumberland Memorial Park Cemetery in Central Pennsylvania. 'Four of Cindy's classmates were pallbearers. Harold Bordner, his parents and five other children suffered burns in the fire Saturday night at their twostory log house in the tiny rural community of Herndon. All but the father remained hospitalized. Mrs.

Bordner, 39, was listed in serious condition. Listed in fair condition at the hospital were Marlene, 15; and Virginia, 12. Reported in satisfactory condition were Kenneth, 14; Cathy, 10; and Shirley, 9.
