Robert Stanfield, new leader of Canada's Progressive-Conservative party, will have a lot of things going for him when he takes his seat in the House of Commons next week. His party packs a lot of voting power in the house 96 out of 265. It will be united now in contrast to the divisions it suffered a year ago under the leadership of John Diefenbaker. An open rebellion against Diefenbaker culminated in the biggest party convention ever staged in Canadian history two months ago. Stanfield was the winner but the convention did more than pick a leader.

It gave the party a new image of moderation and a posture of unity. Meantime, the ruling Liberal party under Prime Minister Lester B. Pearson appears to be losing some of its popular appeal. The latest opinion poll has the Conservatives leading the Liberals by 43 to 34. In all earlier recent polls the Liberals had been tops.

Liberals attribute the change to the excessive degree of exposure the convention gave to-Stanfield and his party; Conservatives attribute it to rising public dissatisfaction with the Pearson government. Now Liberals Are Divided Pearson has more trouble than public opinion polls. His cabinet and his party is divided and faces a united opposition under Stanfield's leadership. A year ago the Liberals were united and faced with a divided Progressive-Conservative party split between those loyal to Diefenbaker and those who wanted a new leader and eventually got Stanfield. Liberals are divided over policy.

The division runs through the cabinet itself. Canada is highly prosperous but prices and wages are rising rapidly. Interest rates are high. The government is running a big deficit. Finance Minister Mitchell Sharp says a slowdown in public spending is needed.

Louis Rasminsky, governor of the Bank of Canada, says the same thing. Sharp wants a drastic cut in federal government spending for the year ahead as an example to provincial and city governments and to private business. Otherwise he fears inflation will force devaluation of the Canadian dollar and perhaps a drastic business slump. Other Liberals, including some cabinet members, consider Sharp reactionary and overcautious and threaten to resign if Sharp has his way. If Sharp doesn't get his way soon he could resign or be dismissed, causing the fall of the government and giving Stanfield a chance to take over.

Sharp Progressive, Cautious The Progressive-Conservative leader resigned as premier of Nova Scotia, one of the country's smaller provinces, to move into the national field at the top level. As premier he showed himself as a moderately progressive but cautious administrator. As leader of the federal arm of his party he has had little to say so far. Diefenbaker seemed impelled to take a stand on every controversial issue, no matter how minor. Stanfield appears willing to wait and seek a consensus in his party before announcing a position.

Now he will have to assume a firm stance. He was elected to the House of Commons this week and will take his seat in a few days. Then he will face the job of criticizing the government and suggesting alternatives to governmental decisions.
