Barry Goldwater (R- Ariz) predicts a GOP victory in next year's general election, with Vice President Richard Nixon as the presidential candidate. Goldwater, speaking at a $lOO-a-plate Republican fund raising dinner in Houston, said none of the Democratic hopefuls has caught the public's fancy. A Democrat cannot win "without the South's 100 per cent backing," and no Democrat can expect full support from the southerners, Goldwater said. The Arizona senator also said Majority Leader Lyndon Johnson (D-Tex) runs the Senate with an iron hand. On the subject of federal spending, Goldwater said the United States must stop deficit spending or face bankruptcy, possibly within 15 years. He said he supports Defense Department appropriations, but expenditures for agriculture and veterans could be slashed. "If we would cut agricultural aid to what it should be, we would balance the budget at once," he said.

"Instead of spending about $11 billion on farm supports we could cut it to 51 billion." Aid to veterans, he said, should be limited to those wounded or disabled while in military service. He opposed any new federal aid programs, including funds for schools and housing. "The federal highway construction program is proving far more costly than originally intended and should be dropped," he said. Long's Freedom Hopes Rise As Wife Vanishes, BATON ROUGE, silent departure of Mrs. Earl Long for parts unknown indicated today members of the Louisiana governor's family may have given up the fight to keep him in a mental hospital. Joe Arthur Sims, chief attorney for the fiery, 63- year-old governor, said Mrs. Long's exit from the state last night assured Long's release. Sims would not elaborate on his optimistic outlook but said today he had checked the report of Mrs.

Long's leaving and had confirmed it. Mrs. Long's departure removes the chief opposing witness from a hearing Friday at Covington where the Governor will ask State District Judge Robert Jones for his release from the Southeast Louisiana (mental) Hospital. Judge Jones declined comment on Mrs. Long's decision to leave the state.

Mrs. Long had not indicated whether she would oppose the governor's latest bid for freedom, but Sims said yesterday he had summoned her as a witness. There also was no word of opposition to the hearing from Sen. Russell Long (D-La), the governor's nephew, nor from Arthur Long, who treated the governor after his profanity- strewn flareup in a legislative hearing four weeks ago. Mrs. Long has been a key figure in the case from the start. She signed the request for her husband's confinement earlier to a mental hospital in Galveston, Tex. Last Thursday, she asked for his commitment to the Louisiana hospital. Dist.

Atty. James T. Burns of Coviagtoa; who will oppose Sims and Long's four other lawyers, said that, so far as he knew, the hearing would be held as scheduled. He had nothing to say about Mrs. Long's move.

Atty. Gen. Jack Gremillion. who was in Shreveport on other business, said whether Mrs. Long is at the hearing should not have any bearing on the outcome.

Gremillion added: "The hearing is concerned with only two things. First, was the commitment justified? Second, if the judge rules the commitment was justified, is the governor now well even though he was not well at the time of the commitment?" Sims Nsaid earlier in an interview that, if the court does not free the governor after the hearing, the next step would be to have Long examined by a sanity commission.
