91 B6 FRIDAY, FEBRUARY 9, 2001 LOS ANGELES TIMES Obituaries William Krimer; Presidents' Interpreter From The Washington Post WASHINGTON-William Krimer, a Russian language interpreter for the State Department who participated in negotiations between Presidents Johnson, Nixon, Carter and Reagan and leaders of the Soviet Union, died Sunday at Inova Fairfax Hospital of complications related to arterial surgery. He was 86. From 1963 to 1982, Krimer was the State Department's chief Russian interpreter. He retired in 1982, but in retirement took on such special assignments as Soviet leader Mikhail Gorbachev's 1985 visit to the United States. In 1963 and 1964, he was the interpreter for Russian-born Marina Oswald before the Warren Commission, which was investigating the assassination of President Kennedy by her husband, Lee Harvey Oswald.

"The job presupposes your being at home in both languages," said Krimer in a 1987 interview with the Washington Post. "Plus education- you can't be ignorant of what the world is all about. And it takes a great deal of concentration, memory and the ability to present someone else's views." Over his career, Krimer was an interpreter at the 1967 talks between President Johnson and Soviet Premier Alexei Kosygin in Glassboro, N.J., and during President Nixon's visit to Moscow in 1972 to sign the SALT I treaty. He participated in Nixon's meetings with Soviet leader Leonid Brezhnev in Washington, San Clemente and Moscow from 1972 to 1974. Krimer also interpreted at President Carter's talks with Brezhnev in 1979 in Vienna and at President APPEL, Alvin Frank Beloved wife of Rosalie; loving father of Lana (Ron) Shapiro; cherished grandfather of Lorin and Karin Leavitt.

He was born in Reading, Pennsylvania May 10, 1921 and graduated from Reading High School and Lafayette College, Easton, Pennsylvania. He is survived by wife Peggy Beyl Schultz of Santa Monica, Susan Schultz Karp, Pacific Palisades, Karen Talseth Schultz, wife of William's deceased son Arthur Michael, who passed away in 1977 and five grandchildren. William served in the U.S. Army WWII with the Manhattan Atomic Energy Commission in Oak Ridge, Tennessee. After the war he was Project Engineer for the Perkin Elmer Corporation of Pasadena and Pomona California for 27 years, until retirement in 1977, to Bozeman, Montana.

He was a member of the 1st Presbyterian Church and Life Member of the Schwenkfeldian Exiles Pennsburg, Pennsylvania. His hobbies were stamp collecting, woodworking, golf and bridge. Contributions may be made to the Alzheimer's Foundation of Bozeman, Montana. Private family service will be held at a later date. Friedheim; USC Expert on the Oceans and International Relations By MYRNA OLIVER TIMES STAFF WRITER Robert L. Friedheim, USC international relations expert who helped develop federal policies on oceanic resources, environment and fishing rights, has died at the age of 66.

Friedheim, former director of the USC School of International Relations, died Jan. 31 at his home in Playa del Rey of lung cancer. Instrumental in developing the Law of the Sea Treaty for the United Nations, Friedheim cautioned that any "ocean rush" to reap minerals and other undersea riches would be a long time in coming because of the uncertainty of international rights. The treaty, which the United States declined to sign because it granted common rights for all nations to about of the world's oceans, called for the nationalization of the remaining by creating economic zones within 200 miles of shore. "There were a lot of expectations of untold riches at the bottom of the sea," Friedheim said in a 1984 article in The Times.

"But a resource is only a resource if you can recover it and sell it for a price. No sensible explorer is going to go in without a guaranteed right to exclusivity." International squabbles over rights to oil and gas deposits and fishing areas near coastlines, he said, illustrated the complexity of the problem. Born in New York City and educated in political science at Columbia University and the University of Washington, Friedheim served in the Army in military intelligence. He began his career teaching political science at Purdue University. THORPE, John Gregory, K.M.

Born September 5th, 1924, San Francisco, California. Died February 6th, 2001, Los Angeles, California. Beloved husband of Marie Breslin Thorpe; loving father of Gregory Breslin (Christine) Thorpe, Daniel Scully Thorpe, Peter Damien Thorpe and Kathleen Bunney Thorpe. Adored grandfather of Lauren and Emily Thorpe. Loving brother of Vincent Whalen (Nanette) Thorpe.

Cherished brother-in-law of Beatrice Thorpe; uncle and grand uncle to many loved nieces and nephews. A second generation Californian, John was the son of the late William Norris Thorpe and Faye Bunney Thorpe. John embodied the Irish gifts of humor, language, friendship and grace. A life long resident of Los Angeles, the city he loved, John attended Loyola High School and before the war UCLA (Phi Gamma Delta). After enlisting in the US Army, he attended UCLA Officers Training School.

John served in the 89th Chemical Mortar Battalion in the European Theater. After the war, he attended Loyola University, then graduated from Loyola Law School (Phi Delta Phi honor law society). John practiced law in California for 48 years. He started as a Deputy District Attorney for Los Angeles County in 1952. He was in private practice since 1957, specializing in real property law.

John was a member of the State Bar of California, American Bar Association, and the Los Angeles County Bar Association. John was active in many civic and charitable organizations. He was a President of The Society of the Friendly Sons of St. Patrick: a Trustee for Immaculate Heart High School and a member of the Board of Visitors at Loyola Law School. He served on the St.

Joseph Medical Center for Bio- Ethics; and on boards for Loyola Marymont University. John was a member of the Knights of Malta. Rite of Christian Burial Mass on Saturday, February 10th at 10:30 am St. Charles Borromeo Catholic Church. (Lankershim Moorpark).

In 1952, he bought a truck and worked for various contractors. A few years later, he bought a tractor and learned how to fine grade for new homes and later for golf course construction. Over the years, his business expanded into a thriving topsoil company that is well known and respected throughout the industry. Today, Bernie's familyrun business, B.D. White Top Soil Company, supplies specialized top soil blends to golf courses, schools, parks, homeowners, nurseries, and numerous other businesses throughout the Los Angeles area and beyond.

Bernie was active in the running of the business until the week prior to his death. He is remembered for his commitment to his family and his active involvement in his children and grandchildren's lives. His giving nature is well known and he is loved by many. The way he lived his life sets the example that his family seeks to follow. He is survived by Ellen, his wife of 58 years, his three children, Ginger Colton, Jim White, and Jan Tobias, and four grandchildren.

He is survived by his wife of 58 years, 'and Josephine; daughters Rebecca, Stella; son Gilbert: three grandchildren and eight great- -grandchildren. He truly missed. In 1966, Friedheim turned to international oceanic law when he went to work for the Center for Naval Analysis in Arlington, first as a researcher and then as director of the Law of the Sea Project.

After joining the USC faculty in 1976, Friedheim served from 1980 to 1989 as director of its federally funded Sea Grant Program for interdisciplinary research, focusing on the ocean environment and resources and the laws to protect and utilize them. He was an advisor to the U.S. Arctic Research Commission from 1986 to 1996. Friedheim, who chaired USC's School of International Relations from 1992 to 1995 and was associate director of its Institute for Marine and Coastal Studies from 1976 to 1989, wrote or co-wrote nine books. Among them were "Offshore Boundaries and Zones" in 1967, "The Navy and the Common Sea" in 1972, "Managing Ocean Resources" in 1979 and "Japan and the New Ocean Regime" in 1984.

His most recent book, "Toward a Sustainable Whaling Regime," is scheduled for publication this spring. Friedheim is survived by his wife, Robin; two daughters, Amy Friedheim and Jessica Friedheim Faulkner; and one grandchild. A memorial service is scheduled for 2 p.m. March 2 in the Vineyard Room of the USC Davidson Conference Center. The family has asked that any memorial donations be made to the Robert L.

He was preceded in death by his parents, brother (Chai and wife of 57 years, Wai Hing. He is lovingly remembered by his children: Kellogg (Bronwyn); Kathryn Chan Ceppi (Louis), Kelly (Barbara), and Kenneth; 8 grandchildren; his brother, Lun F. (Dorothy) and his sister, Fung Chee Chan Fat (Wing) and 5 nephews and 1 niece. F. Chow Chan is a Chinese Business pioneer in many fields.

In 1938, he founded one of the most outstanding and famous bakeries in Los Angeles- The Phoenix Bakery, Inc. In 1985, while in retirement, he led the Chan family into a new fast food concept: Phoenix Express, a Deli combination. F. Chow Chan is considered the father of Chinese- American Banking in the United States. On May 5, 1961 he was the founder who received the charter to open one of the First Chinese American Banks in the United States- Bank.

Realizing the need for an institution to promote thrift and home ownership within the Chinese community, on June 20, 1972, F. Chow Chan obtained the charter to open America's First Federally Chartered Chinese- American Savings Institution -East West Bank. F. Chow Chan was a Director of the American League of Financial Institutions; Master Mason and Past Master, Valley Forge Lodge No. 587 F.

A.M.; Chairman Member, Selective Service System, Local Board and is a member of many charitable, fraternal and community organizations. F. Chow Chan was a major benefactor of the Friends of the Chinatown Library; ChineseAmerican Museum, Southern California Chinese Historical Society, Pacific Alliance Medical Center, and Chinatown Public Safety Association. He graduated from Loyola University, Los Angeles in 1931 and from Georgetown University Law School in 1933. He practiced law in Los Angeles for many years and taught at Southwestern University of Law. In retirement he successfully worked with neighborhood and environmental groups for the preservation of Henderson Canyon in the Verdugo Mountains. He is survived by his wife of 54 years, Ruth Frances Coleman; his six children, Michael Coleman, Kathleen Maguire, Mary Novak, Cecilia Duda, Vincent Coleman and Paul Coleman; nine grandchildren, Palo, Shea and Rhiannon Coleman and Sarah, Andrew, Jack, Stephanie, Ashley and Megan Novak; his sister Rosemary Snader; his niece Maureen Simon and his nephew Corky Coleman. John Coleman passed on peacefully at his home in Altadena, CA, surrounded by his extended family.
