It is paid to a government national, to help pro- public ser- state, or local vide necessary vices. The idea of taxing income goes back many centuries. As the New Book of Knowledge tells us, ancient Greece had a system of income tax, and so did some countries during the Middle Ages. But these were generally not effective. In 1799, England levied an income tax and this worked so well to provide revenue for the government that the idea spread to other countries.

The United States first levied an income tax during the Civil War to help finance the cost of the war. An agency was created which today is called the Internal Revenue Service. After the Civil War ended, the income tax was allowed to die about 10 years later. President Grover Cleveland revived it in 1894, but it was declared unconstitutional by the Supreme Court of the United States the next year. In 1909 legislation was passed to amend the Constitution to give Congress power to tax incomes.

But the approval of three-fourths of the states was necessary. It was not until 1913, when Wyoming ratified it, that the 16th Amendment went into effect. It gave Congress the power to levy a tax on income. On Oct. 3, 1913, Congress enacted an income tax law.

It imposed a tax on net incomes of both individuals and corporations. The basic principles of this law have continued in effect to the present.
