1948 telephone construction will be even greater than last year. New buildings are being constructed, others enlarged. Day by day the volume and pace of installation work is being stepped up. With the rate of equipment manufacture at an all-time high, expansion and improvement projects to be carried out this year will cost $21,000,000. This three-year, $49,000,000 construction program is more than two and one-half times as large as for any sirnilar period in our history.

And if we are to meet all telephone needs with a steadily improving service, the next three years will require an even greater expenditure for new construction. What is the source of money for such huge capital expenditures? It cannot and should not come from the price charged for telephone service. These millions of dollars must be secured from investors willing to put their savings into the telephone business.
