J. Malmquist. Minneapolis regional director of the small defense plants administration, made the suggestion in a speech at Red Lake Falls, Minn.

He, pointed out that if Minnesota's out-migration of people from 1940 to 1950 had been confined to the northwestern part of the state, "practically the entire population of nine counties would have been wiped out." Minnesota's loss In population during the past decade represents a startling loss in dollar income, Malmquist declared. "It is estimated that of the 170,000 Minnesotans who left the state during this period, at least 31,250 were wage earners." At $3,000 per year minimum, they earn and spend in states to which they migrated approximately $93,750,000 per year, Malmquist said, pointing also to the various taxes which would have been paid in this state if thoy had remained here. Malmquist said other states, especially southern states, realize that the man with a job is a community asset, while the man without a job is a liability, "and they are doing something about it most effectively." Minnesota, he said, spends $100,000 annually to attract tourists during a 90-day period, hut Its expenditure to attract and expand industry Is only $15,000 per year. He said taxes and labor have always been lower in southern states, but that low taxes and cheap labor of themselves, do not cause an influx of manufacturing plants. "It is only during the last few years that there has been a noticeable movement of industry to those states.
