fry Jim Nicholson Daily News Staff Writer Samuel Joseph Brown an artist whose work issued powerful statements of the African-American experience and were included in collections from the White House to the museums of major Amer-ican cities, died Sunday of heart failure. He was 87 and lived in West Philadelphia. An art teacher in the city school system for more than 3 0 years, Brown came to Brown flower as an artist, as did so many1 others, during the Depression when the Works Progress Administration (WPA) sponsored artists through the Public Works of Art Project. His watercolor portrait, "So Tired," depicting a black woman scrubbing a floor, was exhibited in 1934 at the Corcoran Gallery in Washington, D.C. At the time, some public reaction to his work was negative.

Art historian James Porter noted, "Many judged the work shockingly amateurish and grotesque." However, others felt the strength of his social statement. One of those was Eleanor Roosevelt, who later visited Brown in Philadelphia. In 1946, Roosevelt, who wrote a syndicated newspaper column called "My Day," recalled her Philadelphia visit with Brown and the painting she always called "The Scrub Woman." Roosevelt wrote: "Friday I spent in Philadelphia between lunch and dinner, I was called for by Samuel Brown, the Negro artist whose painting, 'The Scrub had appealed to me many ago in a WPA exhibition in the Corcoran Art Gallery. He has come a long way since those days, and a series of watercolors done in Mexico last summer have real charm." The watercolors the former first lady referred to were included in a one-man show by Brown at the Art Alliance in December 1946. The Inquirer called the work "noteworthy" and wrote, "He has looked upon Mexico through his own sensitive eyes and the resultant pictures are by no means conventional treatments of scenery and people now running the grave risk of being too frequently painted." riis portrait of a Philadelphian called "Mrs.

Simmons," executed during his WPA period, was obtained by the National Gallery of Art in Washington. Four watercolors, including the self-portrait, "Smoking My Pipe," and "The Lynching," were chosen for the Philadelphia Museum of Art, even though the museum was -only supposed to select one paint--" ing per WPA artist. At the tume, then museum director Fiske Kimball said, "He was the only man from whom they took more than one." Dr. J. Clay Smith founder of the "Jurisart Movement," which attempts to explore the connectivity between the law and art, said that Brown created art works which "have exposed aspects of a lawless society, or a globe which would destroy itself by war rather than peaceful negotiations Several of his canvasses are legal briefs calling Tor social and economic justice for Afro-Americans." "He wanted to achieve and not only be a good artist but a good teacher, that was his thrust," said Samuel Brown, one of his sons, a musician who teaches at Lamber-ton High School and taught for many years at Olney High School.

Brown began teaching art at Bok Vocational Technical High School in 1938 and later taught at Vaux Junior High School before going to Dobbins Vocational High School where he taught commercial art for 25 years. He retired in 1971. He said he retired early because the students "started not to behave and act like gentlemen and ladies," recalled his son. But he continued painting and in retirement started doing more sculpture and jewelry-making. And he traveled a great deal.

In 1986, the Brandywine Workshop and others joined' to create a scholarship in his name for first-year students at the Philadelphia College of Art Jerald Brown, Brown's other son, said, "He was one who never let anything worry him. He would get concerned, but never worry He was always concerned about my brother and I getting our education." Jerald Brown, who is acting agricultural coordinator at Saul Agricultural High School in Roxbor-ough, said he and his brother treated their father and mother to a 50th anniverary trip to Nassau, where they had honeymooned. Brown married the former Miriam Ellison in 1938. Her father, the Rev. Dr.

George F. Ellison, was pastor of Reeve Memorial Presbyterian Church for more than 50 years. For much of his life, Brown always worked second and third jobs, such as sign painting, to support the family. Born in Wilmington, N.C., Brown came to Philadelphia in 1917 and won his first art contest in the fourth grade. After graduating from South Philadelphia High School for Boys in 1926, he studied at the Pennsylvania Museum and the School of Industrial Art, now the Philadelphia College of Art.

He had his first one-man show in 1930 at the School of Industrial Art. He later received a master of arts equivalent degree from the University of Pennsylvania. SeV DEATHS' Next Page i.
