So it was decided he would go back to starting. "I just thought that his mechanics were a little questionable," Fregosi said. "He needed to get some time on the mound.

The best way you can do that is to let him pitch las a starterl. Young pitchers with good arms need to pitch." Fregosi said there was no conflict with George Culver, the Phils' roving Double A-Triple A pitching coach. He said Culver agreed that Malone needed to pitch more innings, and that both men understand "the main objective of the thing is to advance the player." Fregosi said the hardest, thing to teach young players is patience. "Young players sometimes expect immediate success. It doesn't always happen that quickly," he said.

MINOR ACCOMPLISHMENTS Harvey Brumfield and Todd Elam put together a couple of impressive streaks, and were named the Phillies' minor league player and pitcher of the month for June. Brumfield, the Double A Reading centerfielder, hit safely in his first 12 games last month. He raised his aver- age for the season from .267 to .302 and failed to get a hit only four times in 19 games for the month. He is a 24-year-old lefthanded hitter who also has 12 stolen bases. Elam, also 24, is a 6-6 righthander who was a starter for the Class A Spartanburg Phils until he went to the bullpen at the end of May.

In June, he was 1-1 with a 1.04 ERA and four saves -in 11 appearances. He struck out 28 in 26 innings. Elam began the month with a 14V4-inning scoreless streak. Daily News Sports Writer Phillies minor league instructor Jim Fregosi doesnt get angry or frustrated going through monotonous, repetitive fielding drills with Class A Clearwater Phils shortstop Kim Batiste. Batiste, considered a talented prospect, has 28 errors in 70 games this season.

But Fregosi, a former six-time. All-Star infielder for the California Angels, New York Mets, Texas Rangers and Pittsburgh Pirates, understands Batiste's struggle. "A lot of times, young players will make foolish errors, just by doing things like not setting up to throw properly," Fregosi said. "He has all the physical tools I made 56 errors the year before I went to the big leagues. I couldn't hit the first baseman if he was 10 feet tall." Fregosi said there are no magic words an instructor can employ to make a Batiste into a polished fielder.

When such a player has the basic quickness and the arm to play the position, what he needs is a thorough grounding in fundamentals and lots of playing time. Fregosi doesn't have any control over the playing time in fact. Batiste's has dropped recently since another shortstop, Mickey Morandini, was promoted to Clearwater from Spartanburg. But Fregosi can do something about the fundamentals. "I just work with individual players who are having problems.

We talk about hitting, fielding, playing in the major leagues. It's easy to get them to understand what you're saying, but whether they can then do it on the field is another matter. Fregosi's first project was to work with Charlie Hayes after Hayes came over from San Francisco in the Steve Bcdrosian trade. Hayes had been play-, ing in the outfield for the Giants' Triple A Phoenix affiliate because the organization's top prospect.

Matt Williams, was also a third baseman. Fregosi went to ScrantonWilkes-Barre and tried to ease Hayes's transition back to third base. When Hayes was promoted, Fregosi went to Double A Reading, where 6-7 righthander Chuck Malone has been struggling with control problems. Malone, a starter most of his minor league career, had been converted to a closer at Reading, but the experiment wasnt going well.
