The delegate actions gave the president a 561-540 lead over Reagan, who had taken the delegate lead with victories in Indiana, Georgia and Alabama, all on May 4. About 1,130 votes are needed to win nomination.

Ford was in Oregon campaigning for votes" in one of six primaries scheduled on Tuesday. A total 176 delegates are at stake and Ford is a favorite to win only in Oregon. Kentucky and Tennessee are rated toss-ups and Reagan is favored to win in Idaho, Arkansas and Nevada. On the Democratic side, this was the tally after delegates were chosen in Virginia, Vermont and Colorado: Former Georgia Gov. Jimmy Carter, 741; Rep.

President Ford regained the GOP delegate lead over presidential challenger Ronald Reagan Saturday and said it would propel him to a first-ballot victory at the Republican convention in August, i "I'm very pleased," Ford told reporters after hearing he had swept 18 Vermont delegates, topped Reagan 28 to 4 in Kansas and was the choice of 88 Pennsylvania delegates polled at a state convention. In Virginia delegate races, Reagan outpolled Ford II to 3.

Like the Pennsylvania delegates, Virginia delegates are not officially bound to anv candidate, but were expressing their preferences. "Eighty-eight people came down hard in support of President Ford," said Sen. Hugh Scott of the Pennsylvania delegation. "There are 88 (delegates), plus one who absent who should be regarded as definitely for President Ford." Nine delegates declined to name Ford. The Kansas and Vermont delegates were selected in state caucuses.

Welch said most of the apartments suffered only smoke and water damage and that the fire itself was contained in the front portion of the building. Lee Roy (Dick) Digatono, 4040 Lakeside the building's owner, said he had no immediate damage estimate. 153 rSIWH MM Vl I I I Mike Devine, 30, said he heard people yelling "fire" about 10:30.

When he opened his door, thick black smoke billowed into his apartment. He kicked out his second-story window and waited on the narrow ledge until-, firemen arrived with ladders. Devine said he lost three parrots in the fire. There were other tears in the crowd of about 200 persons gathered outside. Most were crying about pets and furniture.

About 60. firemen fought the blaze for about I li hours before it was pronounced under control at 11:53 a.m. I Deputy Fire Chief Ken Welch said the building's residents were fortunate to get out in time because the 44-unit apartment house had no legal fire escape. A wooden stairway on the side of the building had apparently been designed as a fire escape, he said, but it was far from meeting city specifications. "They're lucky they didn't try to use it," he said.

In populated areas, an earthquake of 3.5 on the Richter scale can cause slight local damage, 4 can cause moderate damage, 5 considerable damage and 6 can be severe.

A 7 reading is a "major" quake capable of heavy damage and an is a "great" earthquake capable of tremendous widespread damage. The Italian quake measured 6.5 and the Soviet shock registered 7.2 on the Richter. Persons said about 16 to 18 quakes in the major category are expected each year, but for the last three years only about 12 were recorded annually. With about half of 1976 gone, only five "majors" have registered since January, he added. Persons said approximately 6,000 quakes of various magnitudes register each year on existing equipment and "thousands more go un-located because they are very small." Scientists say earthquake activity tends to be episodic, with periods of relative quiet, such as the last three years, alternating with periods of more disturbances.

Five big earthquakes have rattled the earth so far this month, falsely giving some people the impression there were more quakes than usual latelv, U.S. Geological Survey (USGS) scientists say. "Everyone is trying to say there is unusual earthquakes activity, hut there is not," said Waverly Persons, a geophysicist with the USGS National Earthquake Information Service in Golden, Colo.

"We've had normal activity for the first half of the year," Persons said. "Actually, if you look at the average predicted earthquakes for a year, we are slightly behind." Persons said people are paying more attention to earthquakes because several have occurred in populated rather than remote areas, he said. "People are looking at where there has been damage and loss of life," he continued. "This stays in their minds more than a non-destructive quake." Hundreds of people died in the May 6 quake that struck northeastern Italy. An undetermined number of people were killed in the May 16 shock in Soviet central Asia.

A USGS spokesman said that almost 1,000 deaths worldwide could be attributed to earthquakes this year. There have been five earthquakes classified as "major" and 12 called "significant" this year, Persons said. A major one has a magnitude of 7 or greater on the Richter scale, and a quake is classified significant if it either measures 5.5 or stronger or causes extensive damage and death.
