Lhotka replaces Jerry Liemandt, who retired last month. Lhotka has been a conservation officer since 1947, serving in various capacities from field officer to regional supervisor. Since 1968, Lhotka was in charge of the DNR's public access program in the St. Paul office. Lhotka will oversee the DNR's enforcement program of laws and regulations governing hunting, fishing, snowmobiling, boating and other outdoor pursuits.

The division also is responsible for lake and river accesses, and youth firearm and snowmobiling training programs. "We've got a good outfit but I'd like to make our program more dynamic," said Lhotka. "There are more game and fish violations than there should be. And there are more hunters, fishermen, snowmobilers. Yet we haven't had an increase in the number of officers in the field.
