But cartoon characters do tend to raise prices. Twenty-three percent of all toys using such characters sell for more than $10; only 17 percent of other toys are over that price, according to a recent survey.

"Nostalgia is helping boost the profits of our industry," said Joe Pelle-grino, retail promotion coordinator of Walt Disney Productions, which has licenses with 150 manufacturers who turn out everything from $1 Donald Duck kites to $1,000 sculptures of Mickey Mouse, "Parents who grew up watching the Mickey Mouse Club," he said, "are buying merchandise decorated with cartoon characters for their children because they think it is all part of childhood." When deciding whether to award a license to a manufacturer, the licensor considers the company's sales, its market range, and methods of distribution. Also weighed is whether the company will manufacture the item itself or subcontract it. All art work must be approved by the licensor; spokesmen for the companies say there is nothing worse than a character that doesn't look right. Some licensors, such as Walt Disney Productions and Hanna-Barbera, do the art work themselves. The merchandising life of most characters is about three to five years; customers seem to tire of them after that.

There are a few characters, however Mickey Mouse, Donald Duck and Snoopy, for example that seem to go on forever. "Versatility is the key," said' Charles Schultz. creator of Snoopy and other Peanuts characters. "A character like Snoopy can be constantly adapted to new situations and new merchandise. If he is playing tennis in the strip, he can be used on merchandise involving tennis, and if he is in a Joe Cool phase, he can be used lo promote different items." Piracy is a problem for the industry, but uppurently not a serious one.

Shops that stamp cartoon characters on T-shirts seem to be the most frequent offenders. Licensing companies generally are able to track down violators, however, because manufacturers with licenses complain. In most cases, violators stop after they receive a letter from the licensing company. A more serious problem for the Industry is the criticism from parental groups that contend it is unfair to use cartoon characters to promote commercial products. Groups such as Action for Children's Television (ACT), a national nonprofit agency based in Newtownville, have persuaded the Federal Trade Commission (FTC) to prohibit a host of a children's program from delivering advertisements, and manufacturers are concerned that these groups will persuade the FTC to ban advertising by cartoon characters as well.

"Children don't have the sophistication needed to evaluate whether the claims made by a cartoon character on behalf of some product are true," said Jean Johnson, research director of ACT. "Too often a child's choice of foods and other products are based upon the personality and the popularity of the cartoon character, not on the merits of the product." She was right. "After 1 started using cartoon characters, my sales increased 50 percent," she said. "Stores and customers weren't familiar with my product, but they all knew who Woody Woodpecker and Superman were." And why shouldn they? The Mickey Mouse Club television show reaches more than 2 million American households with children each week, and the Looney Tunes characters appear in 215 daily and 131 Sunday newspapers. About 6.5 million copies of Marvel Comics, owned by Columbia Pictures, are sold monthly, reaching 15 million readers. No hour of a day goes by without Fred Flint-stone.

Scooby-Doo, Huckleberry Hound. Yogi Bear or some other Hanna-Barbera cartoon character entertaining some segment of the world's population. Arnold Bolka, publisher of the Licensing Letter, said that the most popular cartoon characters in 1978 were Mickey Mouse, because it was his 50th birthday; the Peanuts characters, because of the popularity of the comic strip in newspapers and on television; Sesame Street characters, because of television; Superman, because of the new movie, and Spiderman and the Incredible Hulk, also because of media coverage. He predicted that the Muppets and Peanuts characters will be popular in 1979 because they are the subjects of miltimillion-dollar movies to be released soon. To what extent do cartoon characters add to sales? Interviews with 15 manufacturers indicated that the characters boost business by 10 to 20 percent.

A recent survey by Toys magazine indicated that toys with the cartoon figures a third of all those produced are far better sellers. Joel Rubenstein, former director of forum Milt Cotter mother. Also, I suspect you might be donning your coats a bit earlier each day. On an employer's premises and during work hours, what the employer says, goes 99 percent of the time. The Preamble to the Declaration of Independence does mention the pursuit of happiness.

And when it's your pursuit vs. the employer's pursuit. the employers pursuit can be expected to win every time. This week I received a termination notice. When I asked my boss about it, he said I had a "negative attitude" and "didn't like working here." I have been at this hospital In a supervisory position two years and employed here nearly six years.

He couldn't cite one action of mine to support these allegations. I have disagreed with him from time to time but never failed to carry out and enforce all rules and policies. Is there anything I can do about this treatment? If you feel you are being fired unjustly over what sounds like a personality clash, why not seek an opportunity to stale your case at the next hospital board of directors' meeting. If you held your job com-mendably for six years, you deserve more consideration. When a person owns a company, that party has the right to hire and fire whom he or she pleases.

But as a hospital administrator, I think your employer probably rould be forced to justify the decision in your case. OFFICE EQUIPMENT Manufacturers pay more today. The Licensing Letter, a trade publication In Scottsdale, estimated tht royalties (or licenses of cartoon characters reached $65.3 million in 1978. This figure is expected to rise to $93 million this year. The publications puts the 1978 retail value of all licensed goods and services sold with carioon characters at $2.1 billion.

Disney retried royalty income from car-tobn characters of $21.3 million In rWiil 1978, up from $17.7 million in Retail sales in 1978 of merchandise licensed by Disney came to $427 million. Royalty earnings for Hanna-Barbera and Licensing Corp. were not available, but Hanna-Barbera estimated 1978 retail sales of licensed merchandise at more than $250 million.

More than 1,500 manufacturers turned out products ranging from Mintstones window shades to Banana Splits bubblebath. Licensing Corp. reported retail sales for 1978 df more than $100 million, resulting frOm the licensing of its Looney Tune characters. According to Altschuler of Licensing "People will buy merchandise decorated with cartoon characters rather than products without them Wecause the characters are so familiar that they seem like friends." The companies that turn to cartoon licensing, he said, are the medium-sized manufacturers. "Unlike Generis! Mills or General Motors," he said, don't have millions of dollars tji spend on media advertising to tiuild product identification, so they iprn to cartoon characters to do it for them." Because of the way the foremen are, I don't believe there is much respect towards the employer from the employees. What is the right way to be a foreman?" You've already noticed that you're having a hard time because itie workers do not like your direct orders as well as the suggested orders. So why not take a leaf from ttieir book? Stop trying to be so riiuch of a boss, and be more of a leader Think about how you respond hen one of your supervisors flatly "Do this right now." I'm sure aou feel more like tackling an assignment when the order comes Imore gently. You'll get the respect due you as a foreman when you develop a healthy respect for the feelings of your workers. Incidentally, your company is flying blindly if advances workers to the foreman category without offering a bit of help in how to supervise.
