Yemen presents charges to league New York Times Service Cairo, Egypt North Yemen's foreign minister asked Saturday night that the Arab League expel South Yemen from the 22-nation group and said he had evidence that South Yemen masterminded the recent assassination of the North Yemen president. The North Yemen envoy, Abdullah Asnag, said, "This crime was not the first and it will not be the The North Yemen president, Ahmed Hussein Ghasmi, was killed when a letter bomb exploded in his office in Sanaa, his nation's capital. South Yemen did not attend but sent a note denying responsibility for Ghasmi's death. Also ausent from the meeting were Iraq, Syria, Libya and Algeria. These four nations and South Yemen, the so-called "Rejectionist Front," have boycotted recent Arab League meetings to protest Egyptian President Anwar Sadat's peace overtures to Israel. After the meeting adjourned, Mahmoud Riad, an Egyptian who is the league's secretary general, was asked whether he thought the group would expel South Yemen. Riad replied that the matter was "under discussion." The meeting will resume today.

Although North Yemen's complaint is the only item on the council's agenda, other matters could be discussed. The two most likely topics are terrorism in the Arab world and Soviet Bloc influence in the Horn of Africa and the two Yemens. Asked whether the council might consider the general question of terrorism, Riad said, "The matter can't be deferred, because an epidemic of terrorism has spread in the Arab world."
