1 Proponing to amend Article XXI by following section which numbered -Section 1L S. 3. fi. 3 Approved February '26, 1989 BE IT RESOLVETD'-BY THE LEGISLATURE OP THE STATE OF- NEW MEXICO: WHEREAS, The State ot New Mexico is the. owner of certain areas of land within the National Forests witbx in said State, and said lands are scattered throughout the Forests in small tracts and are not so located as- to enable the State to administer them for timber purposes.

WHEREAS, there are large areas, of land within the State now owned by the United States, WHEREAS, an exchange by the State of its timbered lands for a larger area of grazing lands of equal value would secure to the State part of the remaining federal public domain for lease or sale to private parties and thereby increase the taxable property in the State. 'NOW, THEREFORE, the following amendment to the Constitutioa of the State of New Mexico is hereby proposed to Article XXI by adding the following section which shall be num- bered'Section II thereof: Sec. II. This State and its people consent to the provisions of the Act of Congress, approved June 15, 1926, providing for such exchanges' and the Governor and other State" Officers mentioned in said Act are hereby authorized to execute the necessary instrument or instruments to effect the exchange of lands therein provided official duties.
