LOUIS (AP) State A i Christopher "Kit" Bond called today for a "com- plete and honest" disclosure of campaign funds collected and spent by his Democratic opponent for governor, Ed- ward L.

Dowd. Bond, the Republican guber- natorial nominee, made his demand in a speech prepared for a meeting of students at the University of Missouri-St. Louis in the University Center Lounge. He said Dowd's report- should cover the period from the day he announced for governor until days before the report is filed and should include contributions to other persons or organizations on Dowd's behalf something the law does not reciuire. A the information should be released to the news media for public scrutiny, Bond said.

"Mr. Dowd complained in June about my proposed elec- i a said disclosing contributors right a i a meaningless," Bond said. "He broke his earlier promise to Democratic voters that he would make such disclosures 30 days before the primary election. The election oc- curred Aug. 8 and Mr.
