Fischer says he won't play Netherlands (AP) World chess cham- pion Bobby Fischer said today he will not meet Soviet challenger Anatoly Karpov in a scheduled $5 million title match, a chess official repor- "It's all over. There will be no! match and there is nothing els.eto do," Fischer said, ac- cording to International Chess Federation FIDE bureau m.e Fiorencio Camp- omanes of the Philippines. He said Fischer called from his home in Pasadena, confirming predictions here that he would skip the match which had been set to begin June 1 in Manila. Fischer said earlier he would not defend the title unless both of his proposals for chjanges in the scoring system for the title match are accep- ted by FIDE at a three-da special congress which ends here today. The congress on Wednesday accepted one of Fischer's de- mnds for an unlimited number of drawn games with the title going to the player who reached 10 victories but it rejected a change that would let Fischer keep the title in event of a nine-nine tie.

The developments virtually insure that Karpov will become world champion by default unless Fischer backs down. a a Fischer as saying the decision of; the congress was "fine." Campomanes said he had received a letter from Fischer before the FIDE meeting saying he would be "calm and satisfied" no matter how the vote came out. Campomanes said he plan- ned to visit Fischer in Pasadena in the next few days but denied he would make an- other appeal. "I arrt not going to try to change his mind," Camp- omanes said. "We will talk aboiit it but he alone can chajige his mind." Police probing burglaries City police are investigating two burglaries reported Wed- nesday afternoon in the city.

Victor Carraway, 1417 Elizabeth reported a a i and theft of a typewriter, radio, camera and two coats from his residence upon returning to the residen- ce at 5 p.m. Police said entry to the residence was gained by for- cing open the front door. Police placed the time of the break-in between 7:40 a.m. and 4:50 p.m. Wed- nesday. Sierra Club will appeal decision ST. LOUIS (AP) The environmentalist Sierra Club says it will appeal a federal court decision upholding Cor- ps of Engineers operations in the $100 million Meramec Park Dam and Reservoir project in eastern Missouri.

U.S. District Judge H. Ken- neth Wangelin issued the ruling Wednesday, claiming the Corps "acted in good faith within its authority" in plan- ning the project. The decision was a blow to the Sierra Club and four land- owners who had filed suit in 1972 contending that federal officials failed to adequately consider either alternatives to the project or the proposal's cost-benefits ratio. But Wangelin, in a 26-page opinion, said the project posed no major environmental threat and, noting that Congress had approved funds for the project for several years, said his court would not "substitute its judgment for that of the elected represen- tatives of the United States.

Sierra Club attorney Alan Kohn, calling the decision "very disappointing," said an ajfceal would be filed as soon as'it was ready.
