March 26. 1981 Philadelphia Daily News SEPTA Votes to Trim 2 Rail Lines By KEN LOCKERBY Despite the pleas of the chaplain at Pottstown's exclusive Hill School, among others, the SEPTA board yesterday voted to cut service on two commuter rail lines. The SEPTA board made the cuts because four of ihe counties served by the two lines Lehigh, Northampton. Schuylkill and Berks have refused to help subsidize them.

As of April 1. unless the counties offer to help SEPTA financially, service will stop on the Quakertown-Bethlehem line to Centre Valley, Hellertown and Bethlehem. The move is projected to save $317,000 per year. Also to be discontinued April 1 will be passenger service on the Reading-Pottsville line through Birdsboro, Reading and Pottsville. It will be replaced by shuttle service from Pottstown to Norristown, a move that will save $1.5 million a year, according to SEPTA.

THE REV. JOHN W. RIEGEL said the 450 students at the Hill School use the train for trips into Philadelphia and to make connections for home on vacations. There are students from 20 states and eight foreign countries, Riegel said, and for some "SEPTA provides their last impression of this area." But, noted board Chairman David Girard-diCarlo, the "grim realities" are "if nothing dramatic is done, there will be no rail service at all in the five-county area." Members said later there were a number of problems with warranties, the right to refuse the buses, the right to stop payment and, in fact, Girard-diCarlo said, "I can't even tell you we will save money this way." But board members said that if SEPTA did not participate, it would jeopardize chances to go back to the state legislature for more funding.

The board also voted to raise rates on the Sportsmen's Special buses from 77th and City Avenue and Roosevelt Boulevard and Welsh Road to sporting events at the Broad and Pattison complex. James Florio, joined several key Northeastern congressmen ranging from liberal Democrat to conservative Republican in blasting the plan outlined Tuesday by Federal Railroad Administrator Robert Blanchette to sell piecemeal the best lines of the railroad that serves the Northeast and Midwest. "The Reagan administration's plan to sell Conrail is bizarre, at best," Florio said in a statement. Stanley Crane also questioned the Blanchette decision, saying the conditions he listed as necessary to bring about a sale would be enough to make Conrail a viable railroad. Blanchette said in Senate testimony Tuesday that Conrail could not succeed and that major Western and Southern railroads could be persuaded to buy parts of it if they were relieved of the costly labor protection conditions now required of Conrail, and if Conrail was relieved of commuter operations.
