The group wants to enlighten the public and policymakers about what its members call the devastation caused by the Mississippi River Gulf Outlet, or MRGO. "I don't think people are fully aware of how bad the doggone thing is," said Edwin Doody, the president of the newly formed Coalition to Close the Mississippi River Gulf Outlet. "The MRGO has destroyed Bernard wetlands." The 76-mile channel, opened in 1963, connects an industrial zone in east New Orleans with the Gulf of Mexico. But it ushered in salt water that destroyed about 18,000 acres of marsh and 1,500 acres of cypress swamp, according to the U.S.

Army Corps of Engineers. Dredging and wakes from huge ocean-bound cargo ships also are blamed for the land loss. Despite that, the Corps of Engineers continues to spend millions to dredge, so that only a handful of ships a week can get to industries in east New Orleans each year, Doody said. "As far as man's impact to the coast, I would say it is the worst in Louisiana and one of the worst in the country," said Carlton Dufrechou, executive director of the Lake Pontchartrain Basin Foundation, a New Orleans environmental group. To stop further destruction, seientists, residents, fishermen and local politicians have sought for years to get the outlet closed or shut to big ships and to stop dredging so the channel can fill up with sediment.

They also want flood- gates, weirs and sills built to stop salt water and storm surge. Doody said he realized how unfamiliar people are with the channel when 13 gubernatorial candidates at a debate in St. Bernard last year displayed little knowledge of it. "Not a single candidate at the debate knew anything at all about the problems," Doody said. To spread the word, the coalition plans to build a Web site, hold lectures, pay for advertising and get newspapers to write about the channel.

"They're the people who get the impacts literally in their back yards," Dufrechou said of Doody and other coalition members. "They've lived it, and I certainly welcome their help." The coalition warns that the danger of hurricanes will increase unless dredging ceases on the channel. The fear is the channel now 2,000 feet wide would allow a hurricane's tidal surge to travel up into St. Bernard, Plaquemine and eastern New Orleans. "It's a threat to people, and we've seen the bad effects that can happen if a hurricane comes up it," Doody said.

In 1965, Hurricane Betsy killed 110 people in the area, Doody said. He contends that with the channel now four times as wide, the tidal surge could be four times as destructive. The Corps of Engineers, which oversees the channel, is studying whether to close it. Shippers demand that the channel remain open until an alternative route to east New Orleans for large ships is available. That will take installing larger locks on a canal to the Mississippi River.

La. authorities hope for ID in '86 killing from clay face The Associated Press SLIDELL, La. Several months after authorities exhumed the body of an unidentified 1986 murder victim from a Slidell grave and painstakingly re-created the woman's face with clay, they have received just two tips about her identity. Both callers said the victim resembled a 20-year-old Jefferson Parish woman who disappeared more than 17 years ago and hasn't been seen since. But detectives quickly ruled out a match after determining the woman was in jail when the body was pulled from Lake Pontchartrain near Slidell on June 19, 1986.

"We had hoped to get more calls, because the more time that goes by the harder it is for us to catch up with the past," Detective Marco Demma of the St. Tammany Parish Sheriff's Office said. "But with the technology we have today, there's still But rather than pinning all hope on DNA testing and other hightech forensic tools, Demma is about to immerse himself in some good old-fashioned police work. "I'll systematically look at each case," he said, noting that the information is expected to arrive in the mail this week.

"I'll be able to eliminate some of them right away, but this will definitely take some time." Meanwhile, producers of the TV show America's Most Wanted have contacted Demma and are considering airing a segment on the case. Demma said the potential national exposure could provide a key break as he is becoming convinced that the victim is not from the New Orleans area. "We need to get this woman's face publicized as widely as possible," he said. The woman's nude body was found by fishermen just east of the Interstate 10 twin spans and about 50 yards from the north shore of the lake. A plastic bag was ducttaped over her head, and a 22- pound weight was tied to her neck.

An autopsy revealed that the woman died of asphyxiation. Despite distinctive details about her appearance she had breast implants and was seven to 12 weeks pregnant the woman's identity has remained a mystery. "She was in the grave for so long that it's unrealistic to expect instant results," said LSU forensic anthropologist Mary Manhein. "We need more time and more publicity."
