HIGHLIGHT Oh, I have slipped the surly bonds of earth And danced the skies on laughtersilvered wings; Sunward I've climbed and joined the tumbling mirth Of sun-split clouds and done a hundred things You have not dreamed of wheeled and soared swung High in the sunlit silence. Hov'ring there, I've chased the shouting wind along and flung My eager craft through footless halls of air.

Up, up the long delirious burning blue I've topped the windswept height with easy grace Where never lark, nor even eagle flew. And, while with silent, lifting mind I've trod The high, untresspassed sanctity of space, Put out my hand, and touched the face of God. -John Gillespie Magee, Jr. Naomi Turner Swetland Grenada Naomi Turner Swetland, 82, a retired assistant city clerk for Grenada died of heart failure September 17, 2002, at Dugan Memorial Home in West Point. Malpractice: Firms blowing smoke, reform opponents say From 1B lance companies are not affected by the issue and dismiss such claims as political maneuvering. "I cannot recall off the top of my head a single substantial or even moderate verdict against an ambulance company in the state of Mississippi," said Lance Stevens, past president of the Mississippi Trial Lawyer's Association. "We think that's fairly typical of the poke-yourhead-out-and-duck sort of facts that the medical lobby has been using." Emergystat is based in Alabama and provides ambulance service in Mississippi, Louisiana, Alabama and Florida. Donovan said the company has not seen this much of an increase in premiums in any other state where it provides service.

"We've seen nominal increases. It's nothing compared to Mississippi premiums." Emergystat, and other private ambulance companies, are closely tracking the state Legislature's progress in putting caps on how much juries can award in a medical malpractice lawsuit. Shane Langston, immediate past president of the Mississippi Trial Lawyers Association, said caps on lawsuits are not the way to bring about lower insurance premiums. "We sympathize with the EMTs, as we have the doctors, about their insurance problems. But this legislation is not going to dissolve their insurance problems.

It has been shown across the country that special protection added for the medical profession does not bring liability medical insurance rates down," Langston said. Emergency medical workers say they face several problems: Their medical directors could lose their insurance and paramedics would no longer be allowed to perform advanced procedures in the field. Emergency rooms could close, forcing ambulances to find alternate hospitals. I Ambulance companies' insurance rates could jump, forcing the companies to cut costs elsewhere. I Emergency responders would continue to be exposed to financially crippling lawsuits.

Mississippi has 132 ground and air ambulance services and 3,277 emergency workers, according to figures provided by the state Department of Health. Those emergency workers directly employed by a public entity, such as fire departments, have limited liability, according to the state Insurance Department. That is not the case for private ambulance companies and their employees. "In Mississippi we have unlimited exposure for medical malpractice," said Tyron Picard, Acadian Ambulance's executive vice president for legal and government affairs. Paramedics must have a medical director to provide advanced emergency services in the field.

"When a paramedic practices in the field, he is really practicing on the medical director's said Wade Spruill, chief executive officer of AAA Ambulance Service in Hattiesburg and former director of the state's Emergency Medical Services. Spruill said AAA Ambulance's medical director, a 25-year veteran, had difficulty being reinsured this year. At one point, Spruill said, the company was told it had 30 days to find a new medical director. If AAA Ambulance had lost its medical director, none of its paramedics would be able to use advanced techniques in emergency calls. "It would be like taking a hospital in the year 2002 and making them use technology from 30 years ago," Spruill said.

"I think this is a frightening sidebar to all of this." Helen Louise Rollins Halford, 74, a homemaker died September 17, 2002, at Franklin Memorial Hospital in Meadville. Services are 2 p.m. Friday at Bude Church of God with burial in Bude Church of God Cemetery.
