Woodcock, supporters of that theory say. would help attract rank-and-file union members, despite the expected opposition from many other labor leaders.

The UAW is outside the traditionally Democratic AFL-CIO, whose leaders have displayed little affection for McGovern. And Woodcock's union has endorsed one Republican this year, Sen. Charles Percy of Illinois. Others believed on McGovern prime list of possibilities: Sen. Thomas F.

Eagleton of Missouri, 42, a first-term senator who originally endorsed Edmund S. Muskie of Maine for the Democratic president nomination. Eagleton increased his favor with McGovern when he went against Gov. Warren E. Hearnes, chairman of the Missouri conventioji delegation, and supported McGovern on the California credential challenge.

Eagleton's Roman Catholic religion and his hailing from a border state could be seen as helpful to the Democratic ticket's chances. A proposal for improving downtown parking conditions and tightening up on "chronic overtime violators" was received by the council but no action was taken on it pending further study.

The proposal came in a letter from Dr. Wade Clendenen, president of the Longview Downtown Development Corporation, to Mayor Bobby Smith. After hearings on the five proposals for zoning changes the council approved the following: Rezoning of a tract lying on the southeast coiner of the gate from Florida met his tearful wife in the lobby and said, Honey, let's go have a beer and then get back to work. George Cohley Wallace came smiling and claimed his moment of drama. Accorded a long-awaited Democratic National Convention appearance to argue his platform views, Wallace was greeted by a lusty ovation and heard in an aura of good behavior. "I am here," said the man who bolted the Democrats in 1968, "because I want to help. "I want it to become again the party of the average citizen as it used to be and not the parly of the pseudo-intellectual snobbery that it has come to be." But while li is familiar call fur slashes in foreign aid and an end to "the senseless, asinine busing of little school children" evoked cheers enough to flood the convert ion center, it was clear that the hearts and minds of most would not be swayed from Sen. George McGovern, the man to be nominated tonight.

The loudest cheers arose ex-pectedly from the Alabama, Michigan, Florida and Texas delegations, their "Wallace for President" banners held high and their hopes soon to be shattered in the subsequent balloting over the various planks tailored for McGovern. But there were no walkouts, as in 19fi8, and few outbursts of bitterness. Says Prospects Poor Agriculture Commissioner John C. White, a nondelegate but a leader of Humphrey's Texas campaign, said at this point McGovern's prospects of winning Texas "are not very good." (See TKXAS, Page 2-A) Calls It A WASHINGTON (UPI) -Figures released by the FBI indicate that although the crime rate in Texas has not declined in the past few months, it is at least rising more slowly.

The most notable exception in the quarterly statistical summary released Tuesday was Fort Worth, which showed a drop in six of the seven crime categories during the first three months of 1972 in comparison to the same period in 1971. Only in the aggravated assault category did Fort Worth show an increase during the period, from 120 during the first quarter of 1971 to 135 for the first quarter of 1972. The number of crimes in the North Central Texas city dropped in all other categories: 28 to 18 murders, 27 to 17 forcible rapes, 240 to 192 robberies, (See CRIME, Page 2-A) Boomlct MIAMI BKACH -Conservative Texas Democrats today stood firm against the nomination of Sen. (AP) Two men were taken into custody today by Secret Service agents and the FBI outside Sen. George McGovern's hotel. Two pistols were taken from their car. Both men were black and wore jeans. They were taken into custody shortly after McGovern concluded a meeting on the 7th floor in the penthouse suite of the Doral Beach Hotel with six Democratic governors.

The men apparently arrived in a small sports car with Michigan license plates. The weapons were taken from their vehicle when authorities searched it, a man who identified himself as an FBI agent said. 'J' I I "I Program To Combat Illegal Drug Market Set For Texas MIAMI BEACH, Fla. (AP) Texas state Rep. Frances Fa-renthold, Corpus Christi, says there is a possibility she may be nominated for vice president at the National Democratic Convention.

''I call it a boomlct," she said with a smile early today. "I am not one to dampen youthful ardor." Mrs. Farenthold, leader of the Texas delegation for Sen. George McGovern, said a University of Houston student, Cris Trevino, approached her several days ago and said "some students" wanted to start a petition for her nomination. Party rules say any nomination from the floor can be made only with a petition containing at least 50 names of delegates, no more than 20 from any one state.

Token vice presidential nominations are usually made even after a choice is made by the presidential nominee. WASHINGTON (UPI)-A pilct federal-state program is being launched in Texas and two other states to fight the illegal sales of narcotics and drugs from retail stores, the Bureau of Narcotics and Dangerous Drugs (BNDD) announced Tuesday. The law enforcement assistance administration will finance test programs in Michigan, Mississippi, and Texas to set up new Investigative units to combat the Seepage of legal substances into the Illegal drug market eanwhile, the White House Special Action Offices for Drug Abuse Prevention and the National Institute of Mental Health announced "an Intensified pursuit" of nonaddicting chemical compounds for treating heroin addiction. The two agencies said nine research contracts totaling more than $2 million have been signed for testing of "narcotic antagonists' drug compounds that have the ability to block the el fects of heroin in the body.
