Joseph Parker, a political science professor at the University of Southern Mississippi Ads: Mail called 'poison pill of campaigning' By Gloria Butler Baldwin Special to The Clarion-Ledger Bearden Elementary in Sumner will be featured this week in a public television special documenting its efforts to help children learn to read at the Mississippi Delta school. Bearden and another school in Texas are being featured on the PBS Reading Rockets special entitled A Tale of Two Schools. "We were interested in states that had begun some type of statewide reform effort, which led us to Texas and Mississippi," Executive Producer Noel Gunther said.

"And we decided early on to focus on Title I schools, where at least half the children are from lower income families. We wanted a school with a history of failure that was in the process of turning around." Gunther said show producers were excited about following Bearden as it seemed "poised to break through the stereotypes about the Mississippi Delta and poor schools in general." Mississippi native and Academy Award nominee Morgan Freeman will narrate the hour-long program as he compares the struggles to new administrative team. In addition, the state pushed to improve reading scores and received a $100 million grant from Mississippi native Jim Barksdale, former CEO of Netscape, to train teachers and buy reading materials for classroom and the kids' homes. The school has seen improvements. In 2001, 38.8 percent of third-graders at Bearden scored in the minimal category.

In 2003, only 12 percent of third-graders were at the minimal level But success doesn't come easily, said Producer Christian Lind-strom. "You need effective leadership, a reasonable amount of money, a coordinated approach to reading, sustained teacher training, involved parents and teachers who genuinely believe in the kids. In low-income schools, that seldom happens. We'd like to show that in all schools, the children can learn and that struggling schools can and must change the way they teach reading," Lindstrom said. Said Gunther: "We spent a year inside these schools and found a story of hope, of faith, and of the power of committed adults to help shape the life of a child." The PBS Reading Rockets special, A Tale of Two Schools, airs at 6:30 p.m.

Wednesday on Mississippi Educational Television. improve failing reading scores at Bearden and Walton Elementary School in Ft. Worth, Texas. According to the National Assessment of Educational Progress, 36 percent of fourth graders can't understand a simple story or can, barely read at all. The program will show how many children struggle because teachers don't know how to teach reading in a consistent, organized manner.

It says reading problems know no racial or socioeconomic boundaries. Second-grade teacher Jill Todd admits to being nervous about her responsibility at Bearden. "Teaching at Bearden is nothing like I expected," Todd said. "I don't feel 100 percent prepared to go in a classroom and teach reading. It is really like chaos.

It's hard." Bearden adopted a systematic approach to reading and hired a the business and medical communities because the lieutenant governor "assisted those individuals" during the special session last year that resulted in limits on damage awards in civil lawsuits. Michael Goode, Tuck's campaign spokesman, said the lieutenant governor's fund-raising letter highlights the differences between the candidates. He said it's not part of a negative campaign. "Abortion is a very important issue. Civil justice reform is a very important issue," Goode said.

"I think voters deserve to hear those issues debated in this campaign." Parker said "mail is the poison pen of campaigning." He said technology allows candidates to compile voter lists targeting economic status, religion or stances on such issues as gun control. "There's this sweet, smiling face to the presentation for the public," Parker said, and a hit-him-below-the-belt approach on the mailing. Parker said the lieutenant governor candidates are likely using the campaign tactic most suited for their situation. He said Tuck may want to present a "kinder, gentler image to the public." Parker cautions that if campaigns turn too dirty, candidates risk voter backlash. Chandler said the ads he's seen haven't influenced him.

"I want to look forward, not behind," he said. From IB he has cost Mississippi 41,000 jobs. Republican Lt. Gov. Amy Tuck says few harsh words publicly about her opponent, Democratic state Sen. Barbara Blackmon. Tuck doesn't even mention Black-mon's name in speeches while delineating her own accomplish ments in the state's second-highest office, including the push for tort reform and higher teacher salaries.

However, Tuck does appear to take swipes at Blackmon, without naming her, in a fund-raising letter dated Sept. 11. "This race will not be an easy one," Tuck wrote. "My opponent is a wealthy, personal injury lawyer with deep pockets who has already shown she is willing to dip into them to fund her own campaign." The letter also said Blackmon, a trial lawyer, "voted against legislation that keeps doctors from leaving our state and businesses from closing their doors." Tuck points to some of her own positions on issues, saying she is anti-abortion, pro-gun and a supporter of the death penalty. "Never before in Mississippi's history have the differences between the two candidates been so clear," Tuck said in her postscript.

Blackmon accuses Tuck of trying to "incite individuals on emotional issues." Blackmon has criticized Tuck's leadership. In a draft of a campaign donor letter Blackmon provided to The Associated Press, she writes: "My opponent can count on the support of special interest groups and the national Republican organization. That is a luxury we do not have."
