The Senate Thursday passed a anli-poverty hill including a provision to put the Legal Services program for the poor under an independent corporation. The hill, passed after a week of sometimes angry debate, authorizes funds for two additional years lor programs designed to help 20 million Americans officially defined as in poverty.

The Senate vote sent the legislation back to the House, which passed a somewhat different version last February. The conference to try to settle the differences is to be held after Congress returns July 17 from the Democratic national convention recess. The bill authorizes sums well beyond President Nixon's recommendations for many programs of the Office of Economic Opportunity (OEO), theantipov-erty agency. It also does the administralion could support a federal ban on the sale, iVanufaclure and importation of "Saturday night specials," such as ones used to assassinate Sen. Robert F.

Kennedy and in the attempt on Alabama Gov. George C. Wallace's life. "The Saturday night special is a useless thing," said Rossides. "Therefore, it can stand a federal ban." However, Rossides said the administration had not had time to study a bill approved by the Senate Judiciary Committee Tuesday which would ban "Saturday night specials," hut he said officials would take a stand later.

Maxwell E. Rich said, "If wo were to establish broad federal authority in this area, we would also create the nerd for national police force for enforcement, which concept we strongly oppose." Rich also said "To think that criminals would register their firearms defies logic." Rossides, asked about administration proposals for additional gun control laws, said he was "sorry" but that the administration had none at this lime. United Press International Washincton. D.C. Under heated questioning, administration officials testified Thursday that they opposed any more federal laws for licensing nr registering firearms, hut that they could support a ban on cheap pistols called "Saturday night specials." A House judiciary subcommittee, headed by Rep.

Emanuel Cellar, questioned Treasury and Justice Department officials for two hours, accusing them of failing to administer present gun control laws and criticizing them for not proposing additional legislation. President Nixon, at his press conference last night, said he had "always thought" ihere should be a federal law. He said his views had not changed and added that he would sign a "precisely written" law restricting handguns such as cheap, snub-nosed "Saturday night specials." Testifying against Celler's bill to ban the sale of all handguns to private citizens, register all firearms and license their owners, Asst. Treasury Secretary Eugene T. Ros-sides said such a far-reaching law would require a national police force.

And that, he said, would take from the states the responsibility of enforcing laws that should remain in their jurisdiction. However, Rossides said, Fischer again fails to show for match New York Times Service Reykjavik, Iceland The eccentric and contentious American chess grandmaster, Robby Fischer, expected here Thursday morning, again failed to show up. His championship match with Roris Spassky of the Soviet Union is scheduled to begin on Sunday, but although Fischer had been booked on a flight from New York, he never boarded the plane. There was hope, however, that he would arrive today. The worried members of the Icelandic-Chess Federation, who have put considerable time and money into the match, are working on that hope.

In any case, Fischer will have very little time to adjust his biological clock. Spassky, for instance, arrived here June 21. Fischer's tactics have built interest in the match almost to unbearable tension. Even the normally suave and apparently unflappable Spassky may be feeling the strain. On Wednesday, he snapped at photographers and for a while there was a yelling match.

In the process, Fischer is assuming mythic proportions. His name is on the lips of everybody in Reykjavik.
