A resolution providing for the readmission of James R-Hoffa's Teamsters Union to the AFL-CIO was rejected today at a meeting of the international union's executive council. The resolution had been submitted by Mtehael J. Quill, head of the Transport Workers Union. In all, "the top leadership of the AFL-CIO was confronted today by four separate proposals on how to deal with the Teamsters, the nation's largest union. The 29-member executive council of the AFL-CIO met in executive session to consider the problem of Hoffa and what AFL-CIO President George Meany called the pressing need for labor to step up its organizational drives.

THE TEAMSTER issue Hoffa's 1.7 million member union was kicked out four years ago on charges of corrupt leadership overshadowed the opening sessions, obviously to Meany's irritation. He was asked afterwards whether he thought Hoffa's union might possibly be readmitted. "No," he snapped. Quill his termed Hoffa "the cleanest man in America."
