Staff Photo by Richard Olsenius New branch library A new Hennepin County branch library is scheduled to open in Golden Valley Wednesday, more than three months late.

The library, a linked series of octagons, rests on three acres overlooking Bassett's Creek, just east of Winnetka Av. The library will open with about 38,000 volumes, expanding to 50,000 in a year and a half, according to Robert H. Rohlf, county library director. The building, designed by Irwin H. Kilstofte and Associates, Wayzata, cost about $382,000 with another $88,000 for land.

The current branch library in Golden Valley occupies the basement of the village hall, about a block to the south. Work starts on controversial tourist tower at Gettysburg New York Times Service Gettysburg, Pa. Contractors began boring at Gettysburg last week for piers and footings for a new 300-foot-high, blue observation tower for tourists. 1 But the work at the Gettysburg National Military Park did not start without Thomas R. Ottensteirt, a wealthy Washington, news dealer and real estate promoter who proposed the $1-million tower, faced mounting conservationist 'outrage, pressure from the U.S.

Park Service, threatened fcongres-sional legislation and a law suit by the park's neighbors as he pushed toward his goal. The situation that has allowed Ottenstein to make unimpeded headway and has given him all the required permits, despite the cries of the Interior Department, the Pennsylvania Historical and Museum Commission and dozens of national and local preservation groups, is simply that Adams County has no zoning law. Ottenstein has said that he has become increasingly resentful of government efforts to thwart what he contends is plainly a legal enterprise. A gaudy commercial development directly on the national park's "historyscape" already has sprung up. The Gettysburg National Military Park has a jarring fringe of wax museums, electrified batttle maps, and even a fanta-syland, complete with giant plastic dwarfs.
