Syphers, a Republican, was named to the 11-member commission last July, "Entering Dowling' is like taking a doctor's prescription to the drugstore and having seven pharmacists argue over how to fill it," several parents of crippled children at Michael Dowling School told a Minneapolis school official Monday. The parents, representing the Dowling PTA, yesterday took a list of complaints to Richard Johnson school director of special education. They were concerned mostly over what they called "a lack of co-ordination" at the school and "no communication between members of the Dowling's teachers, therapists, doctor, parents and children. JOHNSON ASSURED them that some changes would be made, though perhaps not soon. Dowling, administered by the Minneapolis public school system, provides education and therapy for about 160 physically handicapped children from Minneapolis and suburbs.

The school system "is also concerned about the lack of supervision at the school," caused by having only one person to fill the jobs of principal and program coordinator this year, Johnson said. HE COMMENDED staff at Dowling and called the school "basically a very substantial resource for handicapped children and their parents," but said he agreed with the PTA repre- ating bus service to Minne-apolis-St. Paul International Airport. St. Paul Mayor Thomas Byrne, the MAC member who suggested the move, pointed out that there are 8,000 employes at the airport who are dependent on private transportation.

THE PARENTS also com plained that "the therapy program is totally inadequate for the children." Many children, the parents said, do not get all the therapies prescribed by their doctors because staff members either disagree with the doctors or do not have time. "There is a need for more speech, physical and occupational therapists," the parents said. Johnson told them that the school system is "about a week away" from approval on a study of services for the physically handicapped, which would be completed in the fall. THE STUDY would consider all types of programs for crippled children, from homebound instruction to classes in regular schools, and would "take a close look" at the roles of Dowl ing and Marshall High School classes for the physi cally handicapped. The study will see if Dowl ing "can come closer to individualizing the whole sys tem" for each child, he said, lne study would cover Dowling's methods of deter mining enrollment; transpor tation routes, since some children spend as much as three hours getting to and from school on school bus es, and better communication between parents and school staff, he said.

"This has been important enough to the public schools that we ve had open discus sions since this summer on where Dowling is going," he said, "but we feel that many problems do not lend them selves to easy or immediate solutions. Rjihard Gill. A Metropolitan Transit Commission (MTC) committee learned Monday night that a lot of questions have to be answered before minibuses begin rolling in downtown Minneapolis. Most of the questions deal with details of design and performance for the vehicles, and many will have to be answered before the MTC can submit its application for federal funds to buy them. The committee set itself to finding some of the answers, at least enough to draw some specifications for the buses, before the next MTC meeting, Feb. 14.

At that meeting, the MTC might authorize the submission of the federal grant application, if: The Minneapolis City Council first declares its intention of meeting with conditions set down by the MTC when it voted to sponsor the minibus system. The MTC members who dictated the conditions are satisfied with the somewhat watered down compliance recommended by the city Engineering Committee. The MTC called for the city to pledge to keep all streets, including Nicollet Mall, open to all bus lines and to keep bus routes well-policed and well-maintained. The Engineering Commit tee report, which the coun cil is expected to act on this week, says the city will consider applications from all bus lines and "may" comply with the other conditions. John Ebinger, MTC executive director, was given the task yesterday of finding answers to minibus performance and design questions.

He is to draw a set of ideal specifications and see how the two manufacturers of vehicles under consideration meet these criteria. Attending the meeting was Warren lbele, president of HELP (Highways Eliminate Lakes and Parks), a group that opposes the proliferation of freeways in the city. lbele suggested that the MTC consider the part that painting minibuses in bright colors and air-conditioning them would have in making them attractive and, hopefully, profitable. The committee decided to seek an art consultant to suggest some colors, design an identifying symbol for the MTC and give an opinion on a proposal that the buses carry illuminated advertising panels on their exteriors.
