all Sure 215 Rate Dips Slightly in Minneapolis The Minneapolis crime rate is down slightly from last year over the first eightmonth according to figures released by Police Chief Calvin Hawkinson Tuesday. Hawkinson noted that Federal Bureau of Investigation figures indicate a 5 per cent rise in national crime so far this year. "With two-thirds of the year behind us," Hawkinson said, "we begin to feel we might have a drop in crime in the city this year. A TOTAL of 15,507 crimes was reported in Minneapolis up to Sept. 1, compared with 15,559 the same period last year--a decrease of .3 per cent.

The number of reported crimes in August dropped 3.9 per cent from 2,333 to 2,241. Hawkinson attributed the drop in reported crime to the presence of more patrolmen on the streets, especially at night, more supervisors on the streets and more effort by the policemen. Hawkinson said he was concerned over the rise in assaults of more than 50 per cent from August 1965 compared with August 1964. THE CHIEF said the percentage of crimes solved this year in the first eight months was 28.8 compared with 25.9 last year. Thirty-one per cent of the crimes reported in August were solved, Hawkinson said.

told police he was accosted by two men. One was armed with a .22 caliber pistol and the other was wearing a false nose and mustache. The pair forced Foslid to the ground and taped his hands, feet and mouth, police said. Meanwhile a third man took three bags containing cash and checks from Foslid's car. Foslid's billfold, which contained about $100, also was stolen.

City Husband, Wife Die Only Hours Apart An elderly Minneapolis man and his wife died a few hours apart Tuesday. Services for Wayne M. Balcom, 90, and his wife, Nettie, 84, who lived at 5508 Colfax Av. will be at 11 a.m. Thursday at Judson Memorial Baptist Church.

Mr. Balcom will be buried in Lakewood Cemetery and his wife will be buried in Marion, Iowa. A native of South Dakota, Mr. Balcom had lived in Minneapolis for 50 years. He was a salesman for Thorpe Brothers, Inc.

Mrs. Balcom, a native of Newhall, Iowa, lived in Minneapolis for 15 years. Survivors include three sons, Curtis Walden E. and Rowan all of Minneapolis. Also surviving are a brother of Mrs.
