WCCO announced yesterday that it has made a sublease agreement with KTCA-TV to use its former tower on the University of Minnesota golf course north of the State Fairgrounds. The tower, which is used by KUOM, the university radio station, had been leased to KTCA through the University. KTCA, meantime, had moved its equipment to a tower operated by KMSP-TV at the antenna farm near the site of the fallen tower. WCCO's agreement is for one year, with options. The station hopes to be ready to operate from the university tower with new equipment by Dec.

1. WTCN officials said an agreement is ponding on a temporary new site for that station's transmissions. The president of Telefarm, Larry Haeg, who serves as president of Midwest Radio Television, which runs WCCO -TV, said Dresser was given 11 requirements by Telefarm in discussions on the rebuilding of the tower. One of the requirements was that Dresser reimburse Telefarm for certain costs, including attorneys' fees in regard to the col-lapse, engineering fees, The three member stations of Telefarm were to operate off the tower, along with three FM radiosta-tions. Following the tower's collapse, KSTP continued to operate off a tower on its property on University Av.

WTCN and WCCO had already moved their operations to the new tower on temporary side mounts. They were off the air temporarily when the tower collapsed, then reactivated their former Foshay Tower equipment. Alan Cunningham, an attorney with Faegre and Benson, a Minneapolis law firm, said Dresser "is satisfied that the fault was not in the tower itself." Several simultaneous investigations are being conducted and interested parties were called to a meeting Thursday by the Min-' nesota Department of Labor and Industry.
