Judge Asks March Grand Jury To Give Views on 'Red Lights' PRR Asks OK to End Two Harrisburg Runs The Pennsylvania Railroad asked the Public Utility Commission to permit the railroad to drop two trains between Philadelphia and Harrisburg because of operating losses. The trains, which make intermediate stops at Lancaster, Coatesville and Down-ingtown, are the 5:35 a.m. run from Harrisburg and the 8 p.m. for Philadelphia. A railroad spokesman told the hearing that the company lost $50,000 a year on the two runs because of low ridership.

Mayor Jacob H. Wagner of Coatesville, and others spoke against the schedule cut. "The report was read to the group and approved unanimously." NO VOTE was taken," said the objecting grand juror, who asked that her name be withheld. "A general report was read to us but it was read so fast you couldn't make it out. And nobody was asked to vote on the report." This juror said that it was Miss Esther Jacoby of Spruce St.

near 45th who "kept after the prostitution recommendation and it was her report that was placed in the report as given out. Juror Lyle also protested that he had- nothing to do with the recommendation; that he had simply collected the various jurors' individual reports. 5 0133? E. Judge Raymond Pace Alexander charged the March grand Jury and stated that legalized prostitution in Philadelphia "is an area upon which you might give further consideration." The February grand Jury, he said, came in with a very interesting presentment "of social maladjustment of young women." The Judge qutoed the February group as stating: "Why don't we legalize prostitution in such a way as to have a certain section of the city for that purpose, along with medical advice and medical supervision?" SPEAKING to the new grand jury, Judge Alexander said: "I won't give you my view at the moment, but there is an area of great divergency of opinion as far as the subject is concerned." The judge spoke of legalized prostitution in South America, Cuba, Puerto Rico before it became an American commonwealth.

He asked: "Are they as philosophicaly advanced or are we, conversely, behind the thinking of the world?" ONE FEBRUARY grand Juror protested she did not vote for the prostitution proposal, so it could not have been a unanimous recom- dation that a restricted dis trict be set aside in Philadel phia. Grand Jury foreman John F. Hoehn of 1959 Granite said that Juror George Lyle of 227 S. 49th collected the grand purors reports, handed them in. Hoehn was quoted in the official statement as saying," 10-Pc.
