--Cumberland Evening Times, Thursday, August 20, 1964 'Mad Butcher' Note Stalks Oak Hill, W. Streets By JAMES I. DAVIES OAK HILL, W. Va. UPI)- Fear stalks the streets of this southern West Virginia commu- nity.

The townspeople are sure a murderer--a "mad butcher" walks among them. Seven men from the area have disappeared during the past two years. Only one has been located. The body of 19- year-old Mike Rogers, Oak Hill, was found on nearby Gauley Mountain in December, 1962. It had been dismembered and grotesquely slopes.

Other grisly reminders have come to light. A skull was found about 15 miles east of here in 19G3. The be working to some extent, the sheriff's office reported. Every effort must be made to ensure Pittsburgh's role as a true metropolis, one of Appalachia. However, Republican mem- bers of the House Public Works Commillee filed a minority re- port after studying the bill which said, in part, "Ihere is no juslification whatsoever for the inclusion of prosperous counties for any of the federal grant-in-aid programs in the bill." Seen As Center President's Appalachian Region- al Commission were wise to in- clude such metropolitan areas as Pittsburgh, Wilkes-Barre, Scranlon, Knoxville, Asheville and Birmingham. "Although these cities are, for the most part, healthier than rural Appalachia, they never- theless require the type of spe- cia! attention they would get under the Appalachian pro- gram. "I do not agree with those There are arguments to be who have criticized Pittsburgh's made on both sides, but appar- inclusion in this program, nor cntly Pittsburgh will stay in would I agree to the exclusion ices needed to start western Pennsylvania back up the road to progress." Compares Income The minority report, discus- sing 1 Pennsylvania, said that in 1963, the per capita personal in- come in that state was about the same as the national aver- age. Also, the percentage of fam- ilies having an annual income of less than $3,000 has been well below the national aver- age, both in the state as a whole and in the Appalachian portion of Pennsylvania.

"Ii is interesting to for all forms of feder-i He said that if the funds April 15,1964, federal grants to- taling $58,988,000 had been ex- tended to the Appalachian por- tion of the state under the ac- celerated public works act. "There are no standards, based upon need, for determin- ation of the eligiblity of areas within Appalachia for federal grants-in-aid provided in the bill," the report continued. However, the latest Labor De- partment figures show unem- ployment in metropolitan Pitts- burgh to be at 5.5 per cent compared to 7.4 per cent in June, 1963. Unemployment for the nation as a whole last month was gauged at 6.1 per cent thus putting Pittsburgh slightly be- low the national average. The Labor Department said that the Pittsburgh area (Alle- gheny, Beaver, Washington and unemployment sections.

Has Regional Approach 'The growth of Appalachia's cities has been hindered by the economic stagnation of their rural surroundings," a said. "What we must recognize now is that anything that' strengthens rural Appalachia wiH' strengthen her cities as: well. And, in the cyclical pro- cess of development, aid to the cities will bring some benefit to rural Appalachia." Probably one of the main; reasons governors from all affected states were willing support the Appalachia concept is because of its regional ap- proach. Gov. William W.

Scranton Pennsylvania, noting that city a state governments can't fight urbanization and mechan-i ization alone, observed that the! managed properly, the prob- lems which transcend state lines can best be met through a regional commission. A year ago was Ihe five-per cent' mil the possibility of a "mad discount month and Ihe tnlal in butcher" but still hold a parti- cle of hope that wondcrlust on the part of those missing could play a part in the disappear- ances.

Both have unraveled the same facts--all of the missing men were alone when last seen and at least four of them were lasl seen hitch-hikinp. Both are reluctant to say much more, only that the in- vestigation is continuing. The people of Fayclle County, 1 however, theorize a bit more than do the officers. Scientist Is Killer One man is positive the "mad butcher" is a large-city scien- tist who makes periodic tours into the mountainous area seek- ing a material to experi- ment wilh. The man backs up his the- ory with the fact that "a guy who knew most of the missing men me they all limped.

So 1 figure the 'butcher' must be some kind of a doctor who wants people to experiment on." One youth, recently introduced to the wonders of Robert Louis Stevenson, expounds the com- mon belief a the "butcher" is a Dr. Jeckyl-Mr. Hyde type of personality--that he is actually a peaceful, law-abiding citizen of the area who occasionally goes on psychotic binges pos- sessed with a compulsion to kill.
