"WX nomination worked its way through Congress. State Department spokesman James P. Rubin said Albright "hand-picked Ambassador Sheehan for this post precisely because he has a unique combination of field experi: ence and Washington policy experience." Testifying last month before the Senate Foreign Relations Committee, Sheehan said international terrorism has changed since 1979, when Americans were taken hostage in the U.S. Embassy in Iran. Groups involved in the bombing nearly a year ago of U.S.

embassies in Nairobi, Kenya, and Dar es Salaam, Tanzania, he said, "are more in the mold of the new terrorist threat groups that are often self-financed with less direct linkage to state sponsors." He also said today's terrorists are more violent "These terrorists want a 'body Sheehan said. He told the committee that, if confirmed, his top priority will be to bring to justice the bombers responsible for the attack against the embassies in East Africa. With no dissent, the full Senate approved his appointment. In private last week, Sheehan was sworn in; a more elaborate ceremony is planned this week in Albright's office. The still-fresh memory of last year's embassy bombings in Africa has put terrorism on the front burner in Congress.

The House last month unanimously approved $1.4 billion for security upgrades at embassies, a step proposed by Rep. Chris Smith, R-N. J. Sheehan said the challenge will be maintaining that attention. "I think it's the type of effort that we have to sustain over the long time, indefinitely really," he said.

"You can become exhausted if you're at a heightened state of security all the time." Interment will be in Eglington Cemetery, Clarksboro. Memorial contributions may be made to St. John's Lutheran Church, 105 Duncan West ville 08093. I Arrangements are by McGuin ness Funeral Home, Woodbury. John L.

But if strikes against terrorist organizations are needed, Sheehan will have a hand in those. Born in Red Bank, Monmouth County, Sheehan, 44, grew up in Ha-zlet in the house where his parents, John and Janet Sheehan, still live. The graduate of Christian Brothers Academy in Lincroft pursued a military career that sent him around the globe. In 1979, Sheehan joined a counter-terrorism unit of the U.S.

Army Special Forces in Panama, becoming the executive officer of what he provocatively calls the "door-kicking team." Sheehan declined to say much about the work of his assault team, except that it offered training assistance to other countries. "I was the youngest guy on the team by about 10 years," he recalled. "They were all grizzled Vietnam vets. I was 24." He subsequently served as a company commander in South Korea and a military adviser in El Salvador before seeking a master's degree in international relations at George-town University. There he took a class taught by Madeleine Albright, who would become a major influence on his career.

After working in President Bush's White House, he moved to New York in 1992 to work with Albright, then the U.S. ambassador to the United Nations. Sheehan spent seven months in Mogadishu, Somalia's ravaged capital, in 1993 and 1994, and four months in Haiti in 1994. He retired from the Army in 1997 with the rank of lieutenant colonel. After Albright became secretary of state in 1997, Sheehan joined the State Department as deputy assistant secretary in the Bureau of International Organization Affairs.

For a military man trained in kicking down doors to rescue hostages, after all, diplomacy is an acquired taste. The New Jersey native is the nation's latest coordinator for counter-terrorism a post that carries the rank of ambassador at-large in the State Department. That makes him the point man in the government's ongoing efforts to prevent attacks like last year's bombings of U.S.

embassies in Kenya and Tanzania. While tough talk and swift retribution are still part of fighting terrorism, so is persuasion.
