how lifting the restrictions would affect advertising costs. NAB President Vincent T. Wasi-lewski said in a statement the government's action "flies in the face of overwhelming support from the public, the Congress, the courts and the regulatory agencies for the concept of the broadcast industry regulating itself in lieu of government controls." Meanwhile, NBC said in a statement, "We are amazed that the Department of Justice would now undertake an action so at odds with the public interest." The network's statement added, "For many years broadcasters have placed responsible limits on commercialization through a program of voluntary self-regulation. The suit also claims the broadcasters group has restrained trade since at least 1952 by setting industrywide standards for television programming and advertising. According to the suit, commercial television stations received a total of more than $3.6 billion for advertisements in 1977. But the Justice Department declined to estimate WASHINGTON (AP) The Justice Department's antitrust division says a broadcasting trade group's voluntary guidelines on television advertising are anti-competitive and drive up advertising costs. The government Is seeking a court order to overturn the part of the National Association of Broadcasters code which Justice Department officials said limits stations to no more than 1 0 minutes of advertising time per hour. The code also says commercials should be at least 30 seconds long, the officials said.

The broadcasters code is not mandatory, but many stations subscribe to it and consider it a good public relations tool. The government suit filed yesterday said about 70 percent of U.S. stations, including more than 93 percent of network affiliates in the top 50 markets, subscribe to the code.
