She is survived by her James Butler, several nieces and nephews; and six great-nephews. W.E. Frazier W.E. "Elmo" Frazier, 83, died Tuesday at St. Dominic son Memorial Hospital.

A native of Stone County and a former resident of Rio, Frazier had been a resident of Jackson since 1929. He was a member of Parkway Baptist Church and a retired railroad employee. L.R. Morrison of Tulsa, Mrs. Jean F. Starling of Jackson and Mrs. James Powell of Duncanville, Texas; and one brother, Judson P.

Edna N. Tuttle, 76, died Tuesday at the Mississippi Baptist Medical Center. Services are 12:30 p.m. today in the chapel of Wright Ferguson Funeral Home with burial in Lakewood Memorial Park Cemetery. A native of Lawrence County, she had lived in Memphis a number of years before moving to Jackson in the early 1970s.

Survivors include a brother, Henry Nations of Hazlehurst; four sisters, Agnes Arnold and Mable Boone, both of Jackson, Irene Armstrong of Fort Worth, Texas, and Jennie Mae Hill of Clinton; and a number of nieces and nephews. Elizabeth Boyt; three grandaughters; and five great grandchildren. Fred R. Propst COLUMBUS Fred Roberts Propst, 82, died Tuesday in Sherwood, Ark. He was born in Gordo, and moved in 1911 to Colombus. He was part owner of Propst and Co.

until 1948 and owned and operated Propst Hardware for 10 years. He served as Lowndes County tax assessor and collector from 1967 to 1980. Propst attended Tennessee Military Institute and the University of Alabama. He was a charter member of the Exchange Club, a Rotarian and member of the First Baptist Church. Services are today at 2 p.m.

Young HATTIESBURG Lewis Alton Young, 67, died Tuesday in Convarest Nursing Home. Services are 2 p.m. today from Big Creek Baptist Church, with burial in the church cemetery. Born in Iowa, Young moved to Soso in 1962. He was a retired photographer and a U.S.

Dahly AUSTIN, Texas Mrs. Frances Hathorn Dahly, 60, died Dec. 30. Services were Sunday in Austin, with burial in Memorial Hill Park. A native of Jackson, she was the daughter of V.B.

Hathorn, who was bursar and business manager of Millsaps College. She was the first commander of the Austin Chapter of the Disabled American Veteran's Auxiliary, managed the youth services at Bergstron Air Force Base for many years and was active in the VFW Auxiliary. She is survived by her husband, Donald E. Dahly, sons, D.E. Dahly Jr.

of Austin and Charles H. Dahly of Houston; a daughter, Dianne D. Dismukes of Houston; brothers, Thomas Q. Hathorn of Biloxi, Robert L. Hathorn of Vicksburg and John L.

Ott Lee Funeral Home is Creationism vote possible in Senate The Associated Press State senators may get another crack at voting on a bill requiring schools to teach scientific creationism, but opposition is expected to be more organized this year. Sen. Emerson Stringer of Columbia caught the Mississippi Senate by surprise on the opening day of the 1982 legislative session and won 48-4 approval of the creationism bill. Stringer was able to bypass customary committee consideration of the measure and a number of surprised senators who ordinarily would have been disposed to oppose it wound up voting for it. But the bill was buried in an Education subcommittee when it reached the House and never surfaced again.

Stringer introduced 1 the same bill Wednesday, but this time the proposal will go to a committee for review. The measure would require schools that teach evolution to also teach creationism. A native of Leake County, he moved to Lake in 1973. He is survived by his wife, Mrs. Mary Golden of Lake, a son, Lloyd Golden Jr.

of Lake, a daughter, Mrs. Annie Pearl Fortenberry of Lake; five brothers, James Golden of Forest, Emery Golden of Walnut Grove, Floyd Golden of Phildelphia, Raymond Golden of California, and Faymond Golden of Florida; a sister, Mrs. Hubert Shuler of Forest; and three grandchildren. Newton Kirby LOUISVILLE Newton Kirby, 76, died Tuesday at Community Hospital in Louisville. Services were Wednesday at 2 p.m. at the McClain-Hays Funeral Home chapel. Burial was in Mt. Carmel Cemetery in Noxapater.

Mr. Kirby was a native of Dallas, Texas, and lived in Pleasant Hill, before moving to Noxapater six years ago. He was a member of Noxapater Baptist Church. He is survived by his wife, Mrs. Lenora E.

Kirby of Noxapater; a son, Wayne Kirby of San Padlo, Calif; a sister, Mrs. H.P. A native of Neshoba County, where he lived most of his life, he served as county attorney for three terms and was a member of the Mississippi Legislature from 1948 to 1952. He was a former mayor of Philadelphia for three terms and was the oldest practicing attorney in Neshoba County, where he had practiced since 1936. A veteran of World War IL, Mr. Lewis was a member of the Veterans of Foreign Wars, the American Legion and the Disabled American Veterans.

He was a lifetime member of First Baptist Church in Philadelphia and taught Sunday school there. He is survived by his wife, Mrs. Lessie Taylor Lewis of Philadelphia; a son, Clayton Taylor Lewis of Philadelphia; a sister, Mrs. Cornelia Waurzyniak of Port Richey, a brother, Ralph Lewis of Philadelphia; and three grandchildren. Robert Ledbetter Jr. MATHISTON Mrs. Robert T. (Hesta) Ledbetter Jr. died Tuesday in Mathiston.

A native of Covington County, she was a graduate of Mississippi University for Women. Sherwood said station officials in Vicksburg realized the Jackson signal was off the air at 3 p.m.

Tuesday and could not reach local engineers to find out what the problem was. "We immediately called our operating engineer. The phone was busy, so we just assumed be was doing some work, getting in touch with somebody or adjusting something," Sherwood said. "Then we received a call that there was a fire in Edwards it was a transmitter, they said. A feeling of shock came over us." he said.

Station officials confirmed it was their transmitter, and then rushed to the site from Vicksburg, where they found the station destroyed. "A transmitter fire usually means a piece of equipment caught fire and the system shut down," Sherwood said. He said transmitting equipment has protective safety devices which automatically discontinue operation when something electrical goes wrong with a single component. Fires in transmitting equipment, because of the shutoff devices, cannot spread electrically. "When I got there, the building was just totaled, every piece of equipment just gutted.

I mean, gone," he said. "The whole thing is gone it's like someone took a matchbook cover and threw it in a fireplace." WOMV had been transmitting to Jackson from Vicksburg with a 56,000 watt transmitter and a 300-foot tower, Sherwood said. In October 1982, the station moved the transmitter to Edwards and installed a 500-foot tower. That month, he said, the transmitting station was damaged by vandals who broke into the station, sprayed paint, smashed equipment and stole some of the components. Sherwood said the damage was quickly repaired and the station resumed operation.

Tuesday, the station improved its signal by switching to a 100,000 watt transmitter. Sherwood said the new transmitter was on the air less than nine hours when the fire destroyed the station. Fire destroyed Madison-based rock radio station WDGMFM on Sept. 10, 1982, according to a spokesman for the state fire marshal's office. The file on the case has not been closed, he said.

Matt Wiggins, station manager for the Madison station, which operated at frequency 102 on the FM dial, said the station went the air on July 7 and was shut down by fire two months later. He said the station's insurance company had sent a team of investigators to the site and concluded the fire began in a trash area of the mobile home housing the station. The fire began at about 3 a.m., during the six hours the station was off the air, Wiggins said. He said the station may resume operation next month with call letters WZXQ. The fire marshal's office also reported a March 9, 1982, fire: at a Lexington FM radio station had been deliberately set.

No other information about that blaze was available Wednesday. Claiborne schools may be accredited Claiborne, from page 1B accreditation hearing that began Dec. 16, Brewer said. Travillion's lawyers rapidly ushered him out of the room before he could be questioned by reporters. The agreement, which included the names of school personnel, is vague because the board and Travillion agreed verbally to work out their differences during a two-hour closed-door session.

A formal agreement will be written by the commission staff and given to the board before it meets today, said commission Chairman Bill J. Curbow of Pontotoc. The board and Travillion met three times during the Christmas holidays with Brewer and Assistant Director Jack Gunn, but the disagreements remained unsolved until the commission met Wednesday. The commission also approved other requirements that should force school officials to abide by state school laws or. forfeit their accreditation once it is restored.

The immediate effect of loss of accreditation on the district's three schools is suspension of all athletic programs by the Mississippi High School Activities Association, Brewer said. According to association policy, all participating schools must be accredited. The accreditation would be restored only on a day-to-day basis for one year. If the board or Travillion violates one accreditation standard during the next year, the accreditation would be lifted immediately. Other measures in the agreement state: A commission representative must monitor all school board meetings for one year and the representative must be given a 24-hour notice if the board plans a special session.

The board must hire a consultant, with commission approval, to write a school policy manual by the first of July.
