DR. CHARLES B. KUHLMANN WEST PALM BEACH, Fla. (Special) Charles B. Kuhlmann, 78, Lake Worth, died Tuesday at Good Samaritan Hospital, here.

Dr. Kuhlmann, a native of Washington County, was professor and head of the department of economics and business administration at Hamline University, St. Paul, for 29 years before retirement in 1952. He 1922 joined the Hamline in as an associate professor.

He was a graduate of Wausau, High School, and the University of Wisconsin. He received his master's and Ph. D. degrees from the University of Minnesota. After his retirement, Kuhlmann taught for a year at Bluefield College, Bluefield, and returned to Hamline in the 1957.

58 school year to teach and head his former department a temporary basis. Dr. Kuhlmann formerly lived in Excelsior. Survivors include two sisters, Mrs. Ben Wegner and Lucy Kuhlmann.

Man Charged With Violating Health Rules An Edina man faces charges today that he failed to meet health standards after the power was shut off in his home for delinquency in paying his electric bill, police said. Jailed Friday was Gordon Coleman, 39, 7211 County Road 18, the unemployed father of five school age children. Edina health sanitarian James H.

Hensley said Coleman's four-room home lacked light, heat, refrigeration, toilet facilities or power for cooking. Hensley and an Edina policeman went to the home Friday on a complaint channeled through the Hennepin County sheriff's office. "The five kids were huddied in blankets and were using candles to light the place. He (Coleman) had put up a makeshift stove in the bedroom for burning wood," Hensley said. Hensley said the Coleman's electricity--which powers an electric range, oil stove and water pump--was shut down early Friday by Northern States Power Co.

At Hensley's request the Company restored service after Coleman was jailed. Hensley said he and Edina attorneys will prepare charges against Coleman. Coleman was held in Edina jail last night. Mrs. Coleman was looking after the children.
