Dal-ton Trumbo, who stands at the top of the Hollywood blacklist of movie writers, is the author of the screen play for "The Hot Eye of Heaven," it was learned Monday. The film, which is being shot in Mexico, will be released by Universal-International.

It stars Kirk Douglas, Rock Hudson, Dorothy Ma-lone, Joseph Cotten and Carol Lynley. AFFILIATED with Universal in this production is Bry-na productions, the independent movie company headed by Douglas. Trumbo was reported to be in Mexico, presumably to make any required changes in the script. The picture was known until recently as "The Day of The Gun." The first title for the movie was "Sundown at Crazy Horse." There was no indication that Universal intends to give screen credit to Trumbo. It has been customary for movie companies with few exceptions not to use the nances of blacklisted writers on the screen.

Trumbo became blacklisted because he served a jail term imposed after he refused to tell the congressional committee on un-American activities if he was a Communist. Universal has still not decided whether to give Trumbo screen credit for "Spar-tacus," the most expensive picture ever to be distributed by that company. THE PICTURE, made in collaboration with Bryna productions, is said to have cost more than $11,000,000. There is no doubt here that nit iui oai latu that was filmed by Universal was mainly the work of Trumbo, though Howard Fast, author of the book on which the movie was based, wrote a first draft. In addition to these two films, Trumbo did the script for "Exodus," based on the best-selling novel by Leon Uris.

The Tribune is not responsible for program changes by stations. Eackers of the legislation hope their assurances that the touchy segregation issue has been disposed of will get the bill pas.t southern opposition in the house rules committee. The bill has been considered in serious trouble since the house accepted an amendment by Rep.

Adam Clayton Powell N. providing that schools built with federal funds must be integrated. The amendment blocked quick senate approval of the house's four year, bill. It still threatens to hold up house approval of a formal conference between the two bodies to agree on a bill. BUT A KEY figure in the house fight for approval of a school bill said, yesterday that informal conferences have already settled the problem.

Not a single Conferee on either side would vote to retain the Powell amendment, he said. On other points in conflict it is considered likely the senate would drop a provision in its $1,800,000,000 bill that funds could be used for teachers' salaries as well as for construction, and that the house would accept the senate's formula for allocating funds on the basis of need. The final product would thus come close to meeting President Eisenhower's description of the kind of bill he would approve. Despite optimism prevailing among the bill's backers, however, the rules committee and its chairman, Rep. Howard Smith still remain formidable obstacles to final passage.

USUALLY when the senate rejects a house bill and asks a conference it is agreed to without objection. A single voice raised in protest sends the bill to the rules committee, where a majority would have to approve the conference. Since many in the house don't want a school bill even without the Powell amendment, an objection is virtually certain and the rules committee undoubtedly will have to act. Smith, a southern colleague, Rep. Colmer Miss.) and four Republicans who opposed the bill make up half the 12-man commit- tee.

Stronger Traffic Laws Urged in Safety Study Stronger traffic laws have been recommended by a study committee of the Minnesota Safety council, it was reported Monday. The Motor Vehicle and Traffic Laws Study committee, after analyzing current legislative needs, said more stringent regulations are necessary to prevent accidents. The committee recommendations included: An implied consent law which would assume that every person driving a vehicle has consented to tests to determine the alcoholic content of his blood whenever he is arrested for any i offense involving drinking. A uniform maximum day-jtime speed limit of 65 miles an hour.

A motor vehicle inspection law. Driver's license, renewal examinations that include tests of eyesight, ability to signs and knowledge of traffic laws.
