Skinner, a Republican, held off a strong charge by Barry Sloan, a risk management consultant for an insurance firm, to hold his post as Woodbury's mayor.

While incumbents fared well in many of Gloucester County's smaller towns, results from several of the largest towns were held up after a voting machine at the Board of Elections in Woodbury apparently jammed shortly after 11 p.m. while tabulating results from Franklin Township. Results from Franklin, Washington Township and Monroe had not been counted as of press time. CLAYTON Democrat John E. Mitchell, 1,207 votes, and Republican Kathryn M.

Buganski, 1,133, each won council seats. Democrat Lenrod L. Blowe had 1,122 votes, followed by Republican Paul G. Spadafora with 1,063. Republican Phillip Dennis Tartaglione out-polled Democrat Daniel L.

Jur-man, 1,201 to 1,108, for an unexpired term. EAST GREENWICH -Republican challengers Michael D. Kent with 1,344 votes, and Kenneth R. Keinholz, 1,251, upset incumbent Democrats Michael "Chip" Venuto, 1,237, and Dalyn L. Currey, 1,207, for two township committee seats.

ELK Republican incumbent George L. Dean defeated Democratic challenger George F. Hubbs, 731 to 707, for a committee seat. FRANKLIN t- Republicans David F. Ferrucci and Peter Sca-pellato faced Democrats Alex E.

Clemick and Robert E. "Budd" Lynch for two township committee seats. Voters here also were asked to approve a referendum rolling back from 4 a.m. to 2 a.m. the closing hours of bars and clubs.

and Roy O. Bishop had 519 and 415 votes respectively in defeating Democrats Donald P. Fanslau, 327 votes, and Carl "Mac" McMastera, 411 votes. WASHINGTON TWP. -Incumbent Democrat Gerald Luongo defeated Republican challenger Robert J.

Berry, 11,094 to 7,890, to retain his job as mayor. Meanwhile, Democratic incumbent Samuel Hart received 9,842 votes and incumbent Republican John A. Rogale took 8,614 votes to retain council seats. Democrat Robert J. Smith had 8,327 votes and Republican Marilyn L.

Snyder had 7.978 votes. WENONAH Republicans Edward A. Ramsay, with 991 votes, and incumbent Thomas J. Capaldi with 885 votes defeated Democratic challenger Katharine C. Fay for two three-year council seats.

Republican John F. Dominy defeated Democrat Gerald A. Sinclair, 773 to 569, for a one-year unexpired term. WEST DEPTFORD Incumbent Democrats Joseph K. Gill and John J.

Cobb had 4,549 and 4,030 votes in winning two committee seats. Republican challengers Thomas W. Roberts and Thomas J. Mclntyre had 3,987 votes and 3,68 votes respectively. WESTVILLE Republicans Virginia A.

Horn, with 1,302 votes, and Michael K. Galbraith, with 1,220 votes, won council seats. Democrat Martin J. Lowry had 876 VOtfiSt WOODBURY Incumbent Republican Richard L. Skinner narrowly defeated Democratic challenger Barry Sloan, 2,386 to 2,229 for mayor.

In the Ward 1 council race, incumbent Democrat David L. Schrock beat Republican Earl R. Epright 754 to 564. In Ward 2, incumbent Democrat GLASSBORO Incumbent Democrats Howard W. Bruner, 3,272 votes, and George P.

Cossa-bone, 3,171, defeated Republicans Paul L. Cosenza, 2,738, and Carol I. Schoepske, 2,787, for two borough council seats. GREENWICH Incumbent Democrat Albert A. Filiaggi and Democrat Fred H.

Flagg notched 1,564 and 1,459 votes in defeating Republican challengers William G. Kneller, 1,302 votes, and Joseph B. Harbeson, 1,011. Independent John Harrison Cassidy had 253 votes. HARRISON Incumbent Republican Jeffrey A.

Libert garnered 1,457 votes and Democratic newcomer Charles J. Visalli had 1,419 votes in taking two committee seats. Republican incumbent John J. Thomas had 1,299 votes, while Democratic newcomer David C. Undercuffler had 1,122 votes.

LOGAN Incumbent Democrats Thelma Davis and Blair Nixon each won seats. Davis had 1,312 votes, Nixon had 1,276. Republicans Michael B. Surkein and John H. Moore had 983 and 981 votes, respectively.

MANTUA Incumbent Republican Robert E. Hudgins and Republican Pete Scirrotto took 2,887 and 2,611 votes, respectively, in defeating Democrats Robert J. Bardsley, 2,224, and James W. Cromley, 2,050, for township committee. Democrat Rosalind A.

Daminger defeated Republican Richard C. Emery, 2,625 to 2,433, in the race for an unexpired term. MONROE Republican George Ruch faced Democrat Frank E. McGuckin for an unexpired term as mayor. Republican Barbara Fecker Mody faced Democrat Richard Coe for a Ward 1 council seat.

Republican Albert "Al" Staffieri, Democrat Charles A. Fiore and independent Kathleen Simon competed for a Ward 2 council seat. Incumbent Democrat Ron Coleman faced Republican Jeanne Colborn for a Ward 3 council seat. Incumbent Democrat Mary Duffy faced Republican Gilbert Adkin for a Ward 4 council seat. NATIONAL PARK -Running unopposed, incumbent Democrats Michael F.

Dooling took 1,154 votes and James M. Lilley had 1,093 in the race for two council seats. NEWFIELD Incumbent Democrat William J. Quigley and Republican Felix A. Girone III won two council seats.

Quigley had 554 votes and Girone 407. Democrat Dennis J. Badurina tallied 346 votes. Democrat Lamber H. "Mac" Magee, running unopposed for an unexpired term, had 513 votes.

PAULSBORO Incumbent Democrats Robert Damminger, 2,171 votes, and Elwood Hampton, 2,130 votes, were unopposed for two council seats. PITMAN In a tight race, Democrats Laurie Brewer, 2,299 votes, and Chet Zimolzak, 2,281, won two committee seats. Republicans I. Frederick Jones and Louis "Bud" Yahnke III had 2,262 and 2,168 votes respectively. Democrat Joe Borak beat George W.

Hut-chens, 2,337 to 2,214, for an unexpired term. SOUTH HARRISON Republican Thomas A. Sorbello had 763 votes in his unopposed council reelection bid. SWEDESBORO Incumbent Republicans Gerald N. Michael Jr.

Tortella and Louis W. Deeck Jr. had 993 and 869 votes, respec- tively, in defeating Republicans I Gerald E. Davis, 738 votes, and Anthony R. Petito, 854 votes, for two council seats.

WOOLWICH Republican Joseph H. Rizzi outpolled Democrat Concetta Eastlack, 379 to 371, in the race for a committee seat. Incumbents breezed to victory in most races, but council members were unseated in Barrington, Magnolia and Merchantville. Only a few races were close.

In Woodlynne, for instance, a Republican challenger lost her bid for a council seat by 56 votes. Not every race was a squeaker: Candidates ran without opposition in 10 communities. In Voorhees, voters rejected a proposal that the township buy the Kresson Golf Course for $10 million. They approved a charter study of local government. Camden voters approved a referendum to permit Special Improvement Districts in the city.

They also endorsed a charter change that would move municipal elections to November. Here's a local breakdown: AUDUBON PARK Democratic incumbents Doris L. O'Con-nell and Jean M. Shaner, running without opposition, won three-year council seats. O'Connell had 469 votes; Shaner, 464.

BARRINGTON Democrats Howard T. Page Jr. and Wayne B. Reed won three-year council seats, beating Republicans Joseph R. Condo, an incumbent, and Dieter E.

Bernhart. Page, a former police chief here, received 2,053 votes. Reed had 1,778 votes. Condo trailed with 1,379 votes, followed by Bernhart, 1,153. BELLMAWR Democratic incumbents Anthony P.

Infanti and Charles J. Sauter Jr. won reelection to their council seats, easily beating Vincent J. Talucci, a 22-year-old Republican making his first race. The vote total: Sauter, Infanti, Talucci, 2,434.

BERLIN BOROUGH -Republican incumbents Anthony J. Cancelliere and Armin P. Becher won two three-year council seats. Cancelliere, with 1,521 votes, and Becher, 1,503, ran without opposition. BERLIN TWP.

Democrat incumbent David McPeak and running mate Christopher T. Morris won three-year council seats without opposition. With about 90 percent of ballots counted, McPeak had 1,294 votes; Morris, 1,274. BROOKLAWN Democratic incumbents Richard Messaro and Jon Sciarra won three-year council terms with 579 and 500 votes, respectively. Republican challenger Frederick Koenig lost with 398 votes.

CAMDEN Incumbent Rev. Herman R. Scott Sr. received 14,469 votes to complete an unexpired term on the city council. Residents voted to approve a referendum giving the city power to establish Special Improvement Districts.

The dis- tricts, which still must be created by a vote of council, would be commercial areas where special taxes fund increased public services. Residents also voted for a referendum to amend the city charter to move municipal elections from May to November. The amendment also would end Camden's non-partisan form of government, allowing candidates to run under the banner of political parties. CHESILHURST Democrats Angela Todoro-Shaffer and Elaris Robinson, an incumbent, won three-year council seats without opposition. Todoro-Shaffer received 423 votes; Robinson, 421.

CLEMENTON Republicans Paul A. Spaventa and Lewis Ven-uti an incumbent, won three-year council seats with 1,115 and 1,109 votes, respectively. There was no opposition. GIBBSBORO Democratic incumbents Jo Anne Romantini and Ronald Samuel won three-year council seats, with 744 and 713 votes, respectively. They beat Republicans E.

John Mink, 420 votes, and Ann Bradock, 393. GLOUCESTER CITY Democratic incumbent John "Jack" Similia, with 1,185 votes, swamped Republican Patricia J. Gilliard, 504 votes, for the Ward 1 council seat. Democrat Charles Bil-lingham beat Republican Louise A. Stine, 1,394 to 384, for the Ward 'i council seat.

Republican Jean L. Kaye prevented a Democratic sweep, winning the Ward 3 council seat with 897 votes. Democratic challenger Theresa M. Wachter lost with 501 votes. HADDON HEIGHTS Democrats Joseph A.

Orlando, 2,253 votes, and David E. McCollum, 2,123, won a pair of three-year council seats. They defeated Republicans Edward S. Forte 1,844 votes, and Carol A. Larro, 1 793.

'HI-NELLA Democratic incumbent Brian S. Cunningham was running without opposition for a three-year mayor's term. Republican incumbent Donald H. Hutchinson was unopposed for a By Brian Porco, Courier-Post the Lindenwold School No. 4 on year council seats.

Maguire received 1,808 votes; Muller, 1,788. They were named to the committee earlier this year, replacing members who had resigned. Republicans Brian J. Mattison and Robert Whipps had 935 and 781 votes, respectively. Independent candidate Joseph S.

Nunes received 458 votes. William T. Wolnski, also an independent, finished last with 369 votes. Democrat Roger T. Parker received 1,663 votes to fill an unexpired term.

He beat Republican Arlene M. Morrell, 1,013 votes, and independent Joseph T. Price, 379 votes. RUNNEMEDE Democrats Frank T. Kelly with 2,053 votes, and incumbent Richard G.

Dickinson, 1,944 votes, defeated Republican challengers for three-year council seats. Republican candidates Frank C. Cline and George H. Medlar lost with 1,575 and 1,549 votes, respectively. SOMERDALE Democratic incumbents William A.

O'Donnell Jr. and Edward M. Taylor won three-year council seats, running without opposition. O'Donnell received 1,648 votes; Taylor had 1,628. STRATFORD Democratic incumbents Joseph A.

Gagliardi and Joan E. Walker won three-year council terms with 1,903 and 1,799 votes respectively. They defeated Republicans Nancy Forsyth, 1,625, and Frank Gagliardi, 1,595. VOORHEES Democratic incumbent John A. Palm beat Republican challenger Joseph P.

Galda, for a three-year township committee seat. The victory keeps Democrats in control of the committee for another year. Voters overwhelmingly defeated a non-binding Green Acres proposal to buy the Kresson Golf Course. Unofficial results showed 5,886 voting against the purchase while 3,547 supported it. Voters approved 5,342 to 3,567 a charter study of local government.

Voters also chose five of 13 candidates for seats on a three-year council seat. There were no nominations to fill an unexpired term on council. LAUREL SPRINGS Republican incumbent Joseph R. DiDonato and Democratic incumbent James Mulhearn, both running without opposition, won three-year council seats. DiDonato received 626 votes; Mulhearn, 615.

LAWNSIDE Democratic incumbents Vernon Moore Sr. and Juanita Johnson-Clark won three-year council terms with 900 and 857 votes, respectively. Republican challenger Robert Morris lost with 496 votes. LINDENWOLD Democrats Frank A. DeLucca with 4,235 votes, and Raymond D.

Zemai-taitis, 3,965, won three-year council seats. They defeated Republican John J. Bocco with 1,951 votes, and independent Richard W.Obetz, 480. MAGNOLIA Democrats Richard Michielli, an incumbent, and John A. McEnery, won three-year council terms with 1,103 and 1,006 votes, respectively.

They beat Repubicans Marianne E. Young, 831 votes, and incumbent Gisela Arnold, 813 votes. MERCHANTVILLE Republican Gerald L. Huffman and Democrat Philip A. McKeaney Jr.

won three-year council' terms, unseating Republican incumbent Andrew Grant. The vote total: Huffman, 938; McKeaney, 925; Grant, 849. OAKLYN Democrats Thad-deus Dynakowski an incumbent, and James Rafferty won three-year council seats. Dynakowski received 1,470 votes; Rafferty had 1,462. Democrat Michael S.

Enos received 1,449 votes to fill an unexpired term. All three candidates were unopposed. PENNSAUKEN Democratic incumbent Bob Singer defeated Republican John B. Francescone, 8,531 to 5,493, for a three-year township committee seat. PINE HILL Democratic incumbents John F.

Maguire and Raymond E. Muller Jr. defeated two Republicans and two independent challengers for a pair of three- kajkifciikAffcift ft Attest Source: Local and county election officials commission to study different forms of government and make recommendations to voters next year. Agostini is a registered Republican who ran as an independent. The others are Democrats. The losing candidates: Robert J. Borbe, Scott R. Crews, Kiran Desai, Thomas Fanelli, James Fredericks, Michael Greenblatt, Thomas Nolle and Vaughn C.
