Associated Press PHILADELPHIA A prosecutor says he was disappointed that a jury declined to sentence former fire Lt. Philip Frazier to death for murdering and raping his former girlfriend and then trying to destroy her body by fire. A Common Pleas Court jury sentenced Frazier yesterday to life impris. onment in the death of Deborah Harris, 32, a city planner, who was raped and beaten to death April 4 in the basement of her home. The jury of six men and six women had found the 42-year-old Frazier guilty Friday of first-degree murder, rape, burglary and arson after hearing evidence during a five-wtek trial before Judge Robert Latrone.

The jurors said they declined to hand out the death sentence because mitigating circumstances, including Frazier's heroic service with the fire department, outweighed the aggravating aspects of the case. After the murder, Frazier, who on'ce lived with Harris, loaded her body into a station wagon and dumped it about 5 miles away, authorities said. Harris' partially burned body was found under a rubbish fire. A partly filled gasoline bottle was found in Frazier's car. Prosecutors had said Frazier killed Harris because he was jealous of her involvement with another man and because of her refusal to drop an assault charge.

Harris had accused her former boyfriend of striking her 12 times and breaking her nose March 4. Assistant District Attorney Roger King said he was "disappointed with the penalty but we can't quarrel with it." King said the law had prevented him from informing the jury that Frazier had a long history of abusing women. "But we are going to ask for consecutive time on all the charges for which Frazier was convicted," King said. Besides the life sentence for the murder, Frazier faces 10 to 20 years for rape, 10 to 20 years for burglary and five to 10 years for arson. The victim's father, Dr.

Oliver Harris, said, "I think the verdict was just, but I cannot say anything in connection with the penalty." OBITUARIES A. Mackler, 84, served as Camden school official PENNSAUKEN A graveside service for former Camden school business manager Benjamin Mackler will be held at 11 a.m. tomorrow at Crescent Burial Park, Westfield Avenue, here. Mr. Mackler, who lived in the Camden area before moving to Florida three years ago, died yesterday at Holy Cross Hospital in Fort Lauderdale. He was 84.

Mr. Mackler served as Camden school district business manager from 1942 to 1952. After lea ving the school position, he worked as a textile broker, specializing in burlap bags. Surviving are three brothers, Edward of Cherry Hill, Abraham of Pennsauken and Samuel of Cherrv Hill. Memorial contributions may be made to the charity of the donor's choice.

Mr. Beck, author of the book "Government Spending," taught economics at Rutgers for 21 years. He was past president of the Metropolitan Economic Association and a member of the board of directors of the Atlantic Economic Association.

Mr. Beck was born in New York City and graduated from Pennsylvania State University In 1942. He received a doctorate from Columbia University in 1951. He lived in McKeesport, and East Orange before moving to this Essex County community three years ago. Mr.
