Ettore was unavailable for comment Tuesday concerning his difficulties with the state agency. Ms. Smith said that all apartments had to have exhaust fans installed before they would be approved for occupancy; that many mirrors were installed too high for elderly and disabled residents to use them; that fire escapes were needed before the agency would allow the second floor of the garden apartment complex to be occupied, and that many bathroom ceramic tiles were chipped and broken.

"BEFORE those things are taken care of, we will not let people move into the apartments," she said. Franklin Square Village is being rehabilitated from a bankrupt apartment complex with funds provided by state and federal governments and the Bank of New Jersey, which controls the bankrupt complex. Phila. man is killed, 2 hurt in car crash PORT NORRIS A Philadelphia man was killed and two other persons were critically injured Tuesday in a head-on car crash on Route 47 in this Cumberland County Community. Charles Lee, 60, of 2905 Felton was dead on arrival at Millville Hospital, Millville, shortly after 8:30 p.m. He reportedly died of multiple injuries. An autopsy was scheduled today.

His wife, Helen, 59, and the driver of the second car, Lisa Richards, 19, of Port Elizabeth, were admitted to the hospital's intensive care unit with multiple injuries.
