'Die one-Unic top financial official of the Roosevelt administration said in a letter to tlie Hocse Ranking Committee that Congress would make "an irreparable mistake" if it authorized the loan In its present form. The Senate has approved the loan bill. Jones, who was flvcd by the Inte President Roosevelt as Commerce secretary and chief of lh c government's vast network of lending agencies, attacked the proposed loan on these counts: 1. H gives " U0 guarantee of the elimination of empire preference trailing, a practice which is to our detriment." ' ' •). "It continues to Increase our debt when we should be decreasing it (and) carries us along the road to financial ruin." 5. "It is a loan wimou'c collateral where collateral is available. The loan even if met 100 per cent winch it will not be, will cost the American people many hundreds of millions of dollars." Jones, recalling a n editorial In his Houston <Tcx.) Chronicle, said the British could give security for L a substantial part of the financial • lielp they have requested to aid their war-stricken economy. ' He said Britain already had pleclg ed to the Reconstruction Finance Corp., which he once headed, sufficient security to justify a $1,000 000.000 lo.m Hint could ]> c made without Congressional action.
