(AP) Rutgers University has been asked to absorb another $1 million state budget cut, which probably will leave it debt at the end of the fiscal year, according to Rutgers President Dr. Edward J.

Bloustein. Bloustein said at a news conference Tuesday that the cut brings the university's projected deficit to $8.2 million. He said Rutgers had some reserve funds to meet the deficit, but that they would become "perilously low" if used. Administrators at the Rutgers campus in Camden said today they have received no word yet on what effect the added budget cut might have locally. The Camden campus's share of the prior $7.2 million cut was $240,000.

Memorial contributions may be made to Calvary United Presbyterian Church Memorial Fund, 42, a research engineer tor Honeywell. The catch is the price: a unit such as the TSL would cost a homeowner about $10,000 to install. "But that is a first-time cost only," stressed LeChevalier "If you amortize it over a 20year mortgage, you should wind up having a savings over the cost of fossil fuels." Honeywell has invested $500,000 in the TSL, which started a two-year tour last March tour and has visited seven states since then. The lab also collects data on the solar heating and cooling requirements in different climates LeChevalier said that while the government is spending about $600 million annually on atomic energy research, the yearly tab for solar energy is only $50 million. It would rise to $fi0 million under pending The TSL was set up in a parking lot near Convention Hall with an unimpeded southern exposure.

During bright sunshine Monday, with temperatures in the 40s, the water that flows through the steel plate collectors reached a temperature of 150 degrees. Controls kept the trailers heated at 72 degrees during the day and 66 at night. By morning, the water temperature was still 87 degrees and LeChevalier did not have to resort to an auxiliary fuel burner for heat. At optimum conditions, the 1,000 gallons of water can store enough heat for three days. "We collected 550,000 BTUs yesterday.

The average home might use 450,000 in a day," said the engineer Tuesday With the skies overcast, however, the TSL was absorbing only one-tenth of the heat it is capable of storing. DISABILITY PAY UP NEW YORK The Health Insurance Institute reports that disability income benefits paid to policy holders by insurance companies now average more than $2 billion a year more than double the annual amount 10 years ago. ATLANTIC CITY, N.J (AP) The winter sun, obscured by clouds, was still keeping Robert LeChevalier's mobile home warm.

A massive contraption of glass, plastic and steel had caught the sun's rays on Monday and stored them for use Tuesday. IeChevalier uses the mobile home as an office as he travels around with a travelling road show on solar energy. The socalled Transportable Solar Laboratory is a joint project of the National Science Foundation and Honeywell Inc of Minneapolis. "Solar energy is not intended to be a panacea for our energy problems," LeChevalier told a group of reporters and local businessmen. But he said solar energy could eventually provide three-fourths of all home heating and air conditioning, which consume 25 per cent of America's energy.

The TSL was brought here to coincide with an International Heating, Refrigeration and Air Conditioning Exposition. Solar heating systems are now available, and scientists should get the bugs out of solar air conditioning within two to five years, said LeChevalier, U.S. Hits Rizzo for Patronage PHILADELPHIA (AP) -The U.S. Labor Department has recommended that the state take over supervision a $6 million federal manpower program because of the Rizzo administration's "failure to adhere to standards which preclude the possibility of political patronage." The department also said that about $8 million in additional funds for the program would be withheld until "corrective action has been taken." The announcement came at a press conference Tuesday where the Labor Department released preliminary findings of an inquiry into charges that Mayor Frank L. Rizzo used funds from the Comprehensive Employment and Training Act (CETA) to hire political allies.

The investigation was ordered after the local chapter of Americans for Democratic Action filed suit, accusing the Rizzo administration of hiring at least 30 persons because of political connections. The Labor Department said its investigation turned up 32 employes who "apparently did not go through the regular referral and hiring system." The department also said that investigators found evidence of misrepresentation on some applications and "clear evidence of staff negligence in the completion of many other applications." The report pinpointed 32 city employe positions as targets for further investigation. The Comprehensive Employment and Training Act was passed to give jobs to the needy.
