It WBS evident that no one at tbe bottom of the ocean bad power to give such a certificate; the shipper failed to produce ono, and judgment'was given in favor of the government. The shipper was actually obligedto pay tax on goods lost at saa. The tobacco dealers sent a man here for the purpose of having that difficulty rectified, even if could not succeed in got- ting any other amendment to the revenue laws regarding tobacco.

The officers of the Revenue department admit that it is a grievous injustice, but excuse themselves by saying that the law was enacted before the tobacco stamps were used, and that it was very easy then for a shipper to tnke his goods outside and smuggle them back to shore T-hey are willing to ndvo- cate a bill that will exempt a shipper from payment of production of siiffi- cientjpio'bl that the goods Cave been lost at sea. The gentleman referred to went to certain Congressmen' who have charge of matters. He-was told that ho had a good case, and they were wi ling to pass an azt for the preyontion of sucK'injustice in thefoture, but as they had agreed.not to touch the tobacco laws this session it would be better to wait till next session and then incorporate paragraph in the lull to'be propoted then, which would cover, this fault and many others that aro complained of. As is.here statqd efforts have more than once-been made to have this injustice remedied. Mr.

The owners of tbe late Spolswpod Hotel are having the foundation cleared and the bricks cleanad--the latter to be used elsewhere. At present there seems to bo uo prospect for the rebuilding of Ihia structure. The lot is fcr sale a moderate price, but ho one hare has money sufficient to attempt to undertake to build, a new hotel.

The contractors for driving piles finished this month, driving all the pilosithat can be driven until tho river ia turned in the south channel; and thoy have been paid up tho percentage duo them on their contract, with the -reaervatipn of $1,000. Tho amount of piling driven BP in this Mine is equivalent to tbrbe-and-a-half-inilea of finished pilincr.

The dredges were all at work during tho month widening tho out through i'nddlcdook. Dredgo No 1 worked 24 days and lost threo daia in repairs and moving to Slie dredged 6943 cubic yards, and her expenses for i and repairs for the month wore 8554 51; which is at Iho rate of PVs conta per cubic yard. Dredge No. -2 worked 211 days and lost 7 days in repairs and moving. She dredged 6964.

cubic yards at a cost of SS10 52, or centa per yard. Dredge No. worked 22 days and lost 5 days, and dredged 77G-J yards at a cost of SG36 78, or a fraction less than 8J4 cents por yard. Tho othor worlc done during tho month was hand labor in assisting the dredging operations and a i einbapkmcnt. The freshet last week washed away about 150 foot of piling at the gap loi't in froqt of Rowletts to got into the old channel.

The loss was oaqsed more from vessels striking against tho piling in passing through than from any defect in the walk. In repairing the damage, caro will be taken to protect the exposed part by fender piles. But while the fresbet did this damage, tho engineer reports that it was in a measure balanced by the service it rendered in the cut through Pnddledock. for its scouring 'effects were very sensible. He states it satisfied him, that when tbo worka are far enough advanced to enable us to secure the fnll scouting power of the freshets, we ahull derive all the benefit from them which he stated in his fii3t report wo might ezoect.
