"I can't believe either state will stand for the financial losses," he said.

"They'll solve the problem and do it soon." James Ritchie, gambling commission executive director, made several attempts to elicit comment on possible federal intervention if the two racing commissions can not agree but was cut short each time. "Assuming the two states cannot Ritchie would start, only to be interrupted by Finley who would say: "That's an assumption you make and that I won't make." During one heated exchange, Finley said, "I firmly believe that a decision will be made during the next few days." Later, he said negotiations have been continuing but he could not comment at what stage they are. Ephraim Camden ksEBaaaaaaaMMaaWMHK--' PHILADELPHIA AP-The State Racing Commissions of Pennsylvania and New Jersey will soon resolve, perhaps in the next few days, the conflict over racing dates at Keystone and Garden State Race "Tracks, the National Gambling Commission was told Wednesday. John Finley Jr. president of Eagle Downs Racing Association which conducts racing at Keystone, said, however, hedid not want federal intervention even if the two commissions cannot come to terms over their differences over the dates for the two tracks, which are located 15 miles apart in Philadelphia suburbs. "It is my belief that the states themselves, through their respective racing commissions, are most competent to resolve the problems amicable and will do so," he said.

"Those commissions are expert not only in racing, but in the factors and conditions which exist in the area with which both are concerned "It is my belief that a national governmental body, which must of necessity apply broad general standards, cannot, as effectively as directly concerned local agencies, solve issues which are essentially local in nature and concern." he said. Difficulties and financial losses occurred last year when Garden State, located in Cherry Hill, extended its racing meets beyond its traditional spring Smith Continued from Page 45 minds." Smith said. "We can stand at the runway and you'd be surprised how high we can go. He helps us increase concentration and other events going on at the same time don't bother us." What did bother Smith somewhat, he said, during his attempts at 18-7', were an ailing left shoulder and an aching knee. Of the four vaulters entered in the competition.

Smith was the only one to clear any height, and he said he benefited from the others' misfortunes. "I was able to stay warmer because I jumped so often," he explained. 'Tonight didn't surprise me at al I That's what's expected of me." Smith's performance eraned him $4,000 $2,000 for winning and $2,000 for breaking the record. It was the biggest payday for any athlete in the ITA's three-year history and boosted his 1974 earnings to $14,900. Tliiel Sparks Shade rs' Win CAMDEN CITY LEAGUE W.
