Tuesday, June 10, 1975 Gendron Quits Pitman Council Manpower Program 'Acceptable' County's Camden County's Manpower Office fell short of its first-year goals and was rated as "marginally acceptable" by the U.S. Department of Labor. The county agency, however, will be allowed to keep $167,000 vacancy so they might gain ex and employment opportunities to the economically disadvantaged. "Marginally acceptable" is a middle grade between satisfactory and unsatisfactory.

The Camden program, de- spite its rating, was given unconditional use of its surplus funds unlike the program in neighboring Burlington County, one of two counties in the state to be rated unsatisfactory. Burlington's Manpower program will be allowed to carry some $800,000 in unspent federal funds, but certain guidelines must be met by Sept' 30, the official said. The guidelines are designed to increase the efficiency of the office. Burlington County recently fired the Manpower director, part of a continuing difficulty with its administration. Camden County has also applied for a $1.5 million grant for its program in fiscal 1975.

The county received $1 million in 1974. When the county entered the program last year it expected to enroll 648 people but only enrolled 480 as of the end of May. The county hoped to place 274 workers in unsub-sidized employment but actually placed only 89 by the end of May. A county spokesman explained that original projectors were high due to inexperience with the program. Also, he said the county got started late in the program because federal funds were two months late PITMAN Republican Councilman Andrew D.

Gendron, in a letter to council Monday, announced his resignation from council "effective A former council president and member of council for more than eight years, Gendron was unsuccessful in his bid for the GOP mayoral nomination in the June 3 primary election, losing to incumbent councilman William R. Shoemaker, who would appoint someone to the vacant seat with council approval, said he was not considering anyone for the seat at this time. "I only got the letter today." Theordinance is necessary to satisfy state requirements for receiving $150,000 in state aid, according to township administrator William 1 1. Brush. Township engineer Kenneth Remington said Monday there isn't any danger of losing the funds, even if the bids aren't awarded by the June 30 deadline. Remington expects to read the bids at the July 14 township committee meeting. The dredging and damming project, supposed to end the flooding which has plagued homes in the area for at least four years, was temporarily delayed during the past year because some home owners would not grant easements for the dikes. A spokesman for the FBI in Trenton said Monday that the family was asked for $10,000 in raasom but the caller never followed up on the demand.

It has never been determined whether the demand was real or a hoax, the spokesman said. Despite the ransom demands, there haven't been any new developments in the case, according to the FBI. Miss Fox, who was 14 and lived on Penn Street in Burlington City, was last seen June 24 getting on a bus to Mount Holly for a babysitting job. She has never been found. Police believe she was a probable rape victim.

The FBI said Monday that the girl's family received a ransom telephone call four days after her disapperance. The caller asked for $10,000. The following day and two days later, the family received letters, according to the FBI, which said, "$10,000 is a lot of bread, but your daughter's life is the buttered topping."
